Tasks
-Independently researching and keeping abreast of the latest laws, rules, policies, regulations, pending legislation as they relate to agreements. -Schedules, assigns, oversees and reviews work; -Plans office workflow and determines priorities; -Manages various phases of budget process; -Acting as the agency subject matter expert on agreements process, language, funding restrictions, scope, and terms. -Assisting with administering the negotiations process between the Department and the consultants. -Makes recommendations on policies and standards; -utilize EDP systems for financial management; -Reviewing/analyzing consultant and Department budget proposals related to agreement costs/value. -Acts as liaison with other operating units, agencies and other officials regarding policies and procedures; -Maintains fiscal controls by authorizing non-routine expenditures; -Acting as liaison between the department, consultants, consultant’s legal representation, second parties, internal legal staff, and Attorney General’s Office. -Provides staff training and assistance; -Stay connected! Log in daily to your JobAps Personal Status Board to track your status and check email (including spam/junk folders) for updates and tasks. -grants and contracts preparation and administration; -Prepares and analyzes complex financial statements and reports and budget requests; -Projects expenditures and assists in financial planning; -May oversee payroll; -May supervise support services such as stores, inventory, security, mailroom, food service or maintenance; -May oversee grant and contract administration; -Utilizes EDP systems for financial records, reports, and analyses; -Assisting in the creation of Unit policies and procedures as they relate to agreements. -Oversees maintenance of accounting records; -Interfacing with DOT units on the agreements and the budget. -Providing training to internal office staff, as well as other units within the Department. -Supervising and performing independent legal research as necessary, prepare/review/clear draft agreements for signature, review and provide interpretations of agreement provisions and laws/regulations. -Responding to consultants/second parties regarding agreement provisions and facilitate changes to agreement language as necessary. -May supervise payroll, purchasing and/or other fiscal and administrative functions; -Ensuring that all Attorney General’s required provisions and standards are incorporated in agreements. Supervises the maintenance of agreements records/files. -May perform complex purchasing tasks such as preparing specifications, soliciting bids and recommending contract awards; -May oversee implementation and analysis of financial and administrative EDP applications; -Establishes and maintains office procedures; -Interpreting complex state statutes and federal regulations when creating/reviewing agreements. -Performs the most complex fiscal and administrative tasks within a unit that clearly exceeds the norm and includes a concentration of highly advanced functions as defined by leadership; -Conducts or assists in conducting performance evaluations; -May oversee leasing functions including negotiating contracts and space requirements; -Overseeing the preparation of supplemental, and amended and restated agreements as necessary and updates all appropriate agreement language. -Overseeing and providing guidance relative to insurance certificates and agreements.

What You Bring
-Computer Use/Knowledge – Creating/monitoring various electronic files/spreadsheets (CORE, ACCESS, Excel Project Tracking Spreadsheets, MS Word). -oral and written communication skills; -For state employees experience at the level of a Purchasing Services Officer 1 substitutes for the General and Special Experience on a year for year basis. -Supervisory ability. -Ability to -Considerable knowledge of principles and practices of public administration with special reference to governmental budget management, governmental accounting, and payroll; -Customer service experience including corresponding and communicating with both internal and external customers. -Experience with organizing and prioritizing multiple tasks. -A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience. -This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy.
