Tasks
-Review and approve project charges, addressing variances and deficiencies as needed. -Mentor and support team members, ensuring adherence to program requirements and best practices. -Oversee contract administration to ensure compliance with commercial terms, including change management, subcontracting, DBE & small business reporting, and KPI distribution. -Serve as a subject matter expert (SME) on program contract packages, providing guidance on risk management, cost controls, and earned value for high-value construction and installation contracts. -Provide strategic oversight and guidance on P3 and Alternative Delivery projects, ensuring alignment with contractual frameworks and stakeholder expectations. -Collaborate with leadership and stakeholders to prepare reports, deliver presentations, and communicate key contract performance metrics. -Ensure financial accountability and monitor expenditures for contracts and subcontracts. -Monitor project schedules and resolve contract-related issues during construction. -Oversee payment approvals, analyze discrepancies, and ensure timely corrections. -Present contract and budget updates to leadership on a regular basis. -Lead the development and implementation of robust processes, templates, and policies for contract management across all phases of the project. -Manage timelines for contract development and execution. -Direct post-construction activities, including contract close-out and compliance reporting.

What You Bring
-Legal or paralegal training or relevant experience supporting contract negotiations and compliance. -Extensive experience in applying engineering principles and practices within water, construction, and design-build projects, including quality assurance and quality control methodologies. -Proficiency in using computer applications and software tools, including financial and construction management systems. -Ability to interpret and apply laws and regulations related to water projects at both local and federal levels. -Advanced skills in Microsoft Excel for managing and analyzing complex data sets. -Bachelor’s or Master’s degree in Engineering, Architecture, Business Administration, Construction Management, or a related field from an accredited institution (or equivalent combination of education and experience). -Strong knowledge of state and federal standards for water-related construction, constructability review processes, and issue resolution strategies. -Demonstrated experience in contract administration, construction management, and engineering, with a proven track record of ensuring compliance and mitigating risk. -Proven experience managing P3 and Alternative Delivery contracts, including familiarity with risk allocation, performance metrics, and stakeholder coordination.
