Senior Contract Analyst manages data, analysis, reporting, and contract support for DOE/NNSA.

Tasks
-Provide input to COR's analysis of a contractor proposals to include a review of all technical elements, including the proposed approach, staffing levels, ODCs -Collaborate with the COR, Contractor, Federal Lead, Budget Team, and other staff to fully reconcile discrepancies in contract records until the matter is resolved satisfactorily. -Funding reconciliations in support of contract closeout of all direct fed contracts. -Analyze contractor provided cost forecasts and compare to known information. -Prepare and input monthly projected accruals against realized accruals. -Make recommended process improvements related -Provide forecast of costs based on historical data and program inputs -Review changes in baseline budgets (changes in labor, travel or ODCs) ensure the change is within the appropriate parameters. -Historical spend rate analysis on subsets of cost data (by labor category, by Program, by Fiscal Year, by CLIN, etc.) -Input, update and manage the contract data in a manner that allows for immediate access to current and historical information for the purposes of analysis, estimating, and reporting. -Assist in development of training on these processes and reports for contractors and Federal staff. -Coordinate with Budget Teams on availability of funds for any changes to scope, providing status to Federal Leads and COR. -Develop independent technical and cost estimates for contracts -Research and prepare Statements of Work for review and approval -Keep Federal Project Lead informed of upcoming due dates. -Provide direct input to regular travel forecasts compiling input from multiple project and program leads. -Forecast and report prospective overruns or underruns for each Federal Lead's portfolio. -Provide regular reports of cost, schedule, and forecasting to Federal Leads with the intent to provide necessary tools and accurate budget and cost data to manage budget and cost components of their projects -Review draft contract modifications, informing CO/COR of any issues -Design, create, and maintain a system to record and track contractual data including funding codes, obligations, allocations, commitments, costs, etc. System shall be created and maintained on DOE/NNSA system and using DOE/NNSA available software. (MS applications, etc) -Conduct data validation and reconciliation activities for cost data. Conduct variance analysis and resolution as needed. -Verify content of reports against contract and program requirements. Track timeliness of reporting requirements. -Facilitate planning, coordination, and review of annual task assignments and project management plans between contractor and Federal Leads. -Report month-end costs, commitments, and estimates to complete (ETCs) in official and unofficial systems, which track data at varying levels of detail. -Review and analyze contractor invoices for accuracy, allocation, allowability, and reasonableness. Work with individual contractors to obtain clarification and/or additional backup to resolve any issues. Record, track, and report issues to the COR. Maintain and update invoice data and report as requested. -File documents to corresponding COR System of Record (Monthly Reports, Meeting Minutes, Contract Modifications, correspondence, etc.) -Participate in regular and ad-hoc calls and provide COR with updates that may affect cost, schedule, or requirements -Recommendation of funding allocations by CLIN, Program, or other identifier. -Draft and/or review various requirement and justification documents for new contracts and task orders to ensure completeness prior to Federal review and approval -Provide support with budget drills related to outyear funding requests to include scope impact statements at various funding levels

What You Bring
-Ten (10) years of direct supporting the federal acquisition processes, including assistance with all types of contracts (FFP, cost-reimbursement, and T&M) -Bachelor’s degree with classes in business, acquisition, or related field -Ability to organize, write, and edit contract documents -Our positions may require a background screening and clearance directly from the Government. -Familiarity with GAAP and FAR cost/price analysis -Excellent oral and written communications skills, as well as proven ability to meet deadlines and perform under pressure in an uncertain environment. -Strong interpersonal/social skills; proven staff officer/contractor support excellence. -Ability to obtain and retain a DOE Q-Level Security Clearance -Familiar with government regulations including FTR, JFTR, Fly America Act, and other statutes and policies needed for ensuring all domestic and international travel is in compliance.
