Associate Estimating Engineer

Parsons Corporation

The Role

Overview

Prepare takeoffs, develop detailed estimates, and manage cost data for infrastructure projects.

Key Responsibilities

  • cost estimating
  • quote procurement
  • boe development
  • material takeoff
  • historical data
  • risk review

Tasks

-Obtaining quotations by developing the necessary information to define the specification and scope of work for subcontractors, vendors, and suppliers to retrieve materials, equipment, and services pricing to be utilized in the development of estimates. -Prepares and summarizes the bases of estimate (BOE) development, including estimate scope, estimate method of development, pricing utilized, labor, material and equipment rates included in the estimate, assumptions and exclusions, escalation, parametric comparisons using previous estimate data from similar projects, estimate quality control (QC) review and results, and estimate conclusion and recommendation. -Utilizes parametric historical estimate data to develop a reasonable estimate of probable cost, based on high level of scope definition and preliminary intent for a capital asset in relation to an order of magnitude (PM) development. Defines intended scope, function and output of a specific system, service or asset using the basic “top down” WBS development approach. -Accumulates, classifies, and documents historical cost data from previously performed contract services delivered by the company for use in the development of future company estimates. Classifies and organizes historical data into a format that complies with company standard databases will be learned and utilized. -Reviews contract documents to access contract risk and significant exposure to estimated cost if potential risks are experienced. Assigns reasonable maximum cost and schedule exposure resulting from potential risks. -May deliver quality controlled estimates for the project/program assigned. -Assist in the development and preparation of detailed work breakdown structures (WBS) for contracts, projects and elements of programs to support the development of estimate development and delivery. Defines the specific scope intended by the contract documents, project development requirements and/or the program element components, systems and subsystems. -Prepares material takeoffs on assigned contract, project, or program from engineering drawings, plans, and specifications. Take-off from AutoCAD drawings and other prominent software’s. -Assists the Estimating Leads for historical data and estimate database management with the accumulation, evaluation, and documentation of cost data retrieved from completed discrete design and/or construction contracts, inclusive of work activity, delivery means and methods, productivity, activity durations, supervision and craft man-hour utilization. -Utilize training in the prescribed estimating software and estimating tools necessary to perform quantity takeoffs, estimate calculations, bid item detail development, resource reports, and work activity definition. -Prepare and summarizes tasked estimates, including labor and material rates, equipment rates, productivity rates, efficiencies, and other resources and impacts that determine unit cost to be utilized for specific scope of work.

Requirements

  • primavera
  • dmcs
  • contract manager
  • communication
  • engineering degree
  • 3-6 years

What You Bring

-Familiarity with typical project controls software such as Primavera scheduling software, Estimate/Schedule Transfer tools, Contract Manager, and DMCS (Document and Materials Control System). -Excellent verbal and written communication skills in English. -Bachelor's Degree in Engineering. -3-6 years of related work experience involving typical estimating activities in related infrastructure projects and Pre Contracts Experience is preferred. -Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications. -Previous experience using estimating database supported software is preferred.
