Tasks
-Prepare subcontract executions and modifications. -Participates in the development of specifications and standards. -Administers subcontracts/purchase orders through close out. -Communicate status of current activities to appropriate personnel, including procedural questions, problems encountered, estimated time for completion, etc. Prepare reports for management. -Prepares documents to support the award. -Conducts price/cost analysis. -Evaluates proposed prices and terms from suppliers/subcontractors. -Maintains subcontract and purchase order files. -Reviews purchase requisitions for accuracy and completeness. -Coordinates a technical analysis when required. -Occasional lifting, handling, or shifting of objects weighing up to 35 pounds may be required. -Review and approve invoices, resolve discrepancies. -Acts as a liaison between government officials and subcontractors when necessary. -Maintain current files or directives, technical orders and instructions pertaining to the work of the subcontractor. Responsible for the accuracy of costs, production reports, and other records reflecting work of the subcontractor. -Monitor/evaluate subcontract/supplier performance and compliance with the agreement provisions. -Provide guidance on procurement related matters to project personnel, the Proposal Development group and other buyers assigned to the project. -Prepares and issues request for bids or offers.

What You Bring
-Ability to read, understand, interpret, and apply the terms, conditions, and policies incorporated into labor contracts. -Incumbent should be able to sit for extended periods of time. -Four-year college degree in business/legal discipline plus three (3) years of specialized government purchasing experience. (The four-year college degree may be substituted with a High School Diploma or equivalent; plus, six (6) years of specialized government purchasing experience. -Ability to successfully pass any background checks and/or drug testing required on the contract. -Ability to deal with a variety of people in a professional, courteous manner in diversified situations. -U.S. Citizenship. -Ability to maintain a high level of accuracy and attention to detail. -Ability to acquire and maintain government identification/common access card. -Valid state Driver’s License with an acceptable driving record pertinent to the position. -Understands and enforces corporate procurement policies and procedures. -Ability to multi-task, meet deadlines, and handle potentially highly stressful situations. -Ability to create and maintain a positive team atmosphere with effective interpersonal skills and the ability to work professionally with a variety of people and personalities. -Excellent organizational, verbal, and written communication skills. -Ability to work with minimal supervision. -Prior working knowledge of construction and/or service agreements -Proficiency and experience with federal government procurement specifications and standards. -Must be able to stand, walk, talk, hear and write. -Working knowledge of Government contracting policies and procedures.
