Tasks

-property management including lease negotiation, needs assessment, proposal analysis and revenue enhancement; -May supervise rental and leasing of state-owned properties; -Testifies in court in condemnation proceedings to sustain values recommended; -Provides staff training and assistance; -Oversees relocation activities and makes suggestions as to appropriate courses of action; -Prepares commercial leases, agreements, deeds and related documents; -Prepares appraisals of real property to be acquired, sold or leased; -Inspects designated properties to determine scope of projects and areas to be affected; -Supervises disposal of excess properties through transfer to other state agencies or formal or informal bids to the public; -Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards; -Recommends alterations where such changes will result in a more reasonable award to property owners; -May develop and manage specific properties or leases to enhance revenue production; -Stay connected! Log in daily to your JobAps Personal Status Board to track your status and check email (including spam/junk folders) for updates and tasks. -Prepares reports and correspondence; -Leads or participates in field investigations and negotiations necessary for purchase, lease or tenant occupancy of land, buildings, other improvements, easement rights or revenue development; -May review appraisals submitted by staff or fee appraisals for conformance to proper valuation techniques; -Establishes and maintains liaison with engineers, engineering consultants, municipal agencies and other state agencies in connection with property appraisal and acquisition activities; -As assigned by a supervisor, distributes, prioritizes, oversees and reviews office unit work; -Prepares cost estimates, title searches, deeds and condemnation documents; -Monitors tenant compliance with lease agreements; -Conducts or assists in conducting performance evaluations;

What You Bring

-College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. -Experience with relevant federal, state, agency and bureau manuals, policies, directives, and procedures. -Experience with interpersonal skills, presentation skills and oral and written communication skills. -Certification by the International Right of Way Association as a Senior Right of Way Professional may be substituted for one (1) additional year of the General Experience. -Experience serving as a liaison with other Department units, outside officials, municipalities, consultants, and the public. -Ability to utilize computer software; -Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license. -Experience managing and prioritizing a diverse workload and meeting deadlines. -Incumbents in this class may be required to travel. -Referral Questions: This posting may require completion of additional Referral Questions (RQs), which must be completed by the questionnaire’s expiration date. If requested, RQs can be accessed via an email sent to you after the job close date or by visiting your JobAps Personal Status Board (Certification Questionnaires section). -Incumbents in this class involved with the appraisal of real property must successfully complete agency-specified real estate appraisal courses and possess and retain a current Connecticut Real Estate Appraiser license and either a Residential and/or General appraiser certification as required by the position. -Experience reading and interpreting transportation design plans and property maps. -interpersonal skills; -First Shift -Experience leading people. -relevant state and federal laws, statutes and regulations concerning relocation of displaced property owners and tenants, public utility location and relocation as they affect rights of way processes, property and commercial leases, service contracts, space rental agreements, tenant and lease holder rights; -Experience analyzing problems and recommending solutions. -Experience with federal, state, and municipal funding for transportation projects. -Please list your Driver's license number, expiration date, and issuing State, and any other job-relevant licenses or certifications you hold in the Licenses and Professional Certifications section of your application. -Applicants must be available to travel for training, conferences, meetings, field reviews, etc. both within and outside of normal working hours, when necessary, and must possess and retain a valid driver’s license. -Knowledge of -oral and written communications skills; -Supervisory ability. -Experience with Right of Way principles, practices, and processes. -Considerable knowledge of methods and practices of land acquisition by purchase or condemnation; -Experience with Connecticut General Statutes and the Code of Federal Regulations as it applies to Right of Way functions.
