Overview
Drive creation, enhancement, and implementation of HSE programs across PCL projects.

Tasks
-Implement identified improvements into core HSE management system processes—including Incident Management, Risk Management, and Assurance—by integrating leading practices and supporting their implementation across the organization. -Collaborate with subject matter experts, project teams, and cross-functional partners to ensure HSE programs are practical and alignment with operational realities and industry best practices. -Facilitate knowledge sharing and promote consistency in safety programs across the organization. -Research, evaluate, and recommend innovative HSE practices from across districts and the broader industry for corporate adoption. -Champion a culture of safety, learning, and innovation throughout the organization. -Develop and revise HSE programs and procedures, ensuring clarity, compliance, and an accurate reflection of how work is performed in the field. -Represent PCL in technical forums, industry groups, and with regulatory bodies to share insights and stay current with emerging trends. -Develop and execute change management and communication plans to support the rollout and adoption of new or revised programs. -Utilize data analysis to assess program effectiveness and identify opportunities for further improvement.

What You Bring
-Diploma, degree, or certificate in Occupational Health and Safety or a related field. -Minimum 10 years of field HSE experience (construction or industrial preferred; broader HSE experience considered). -Proficiency with Microsoft Office; experience with AI tools for program development is an asset. -Minimum 3–5 years of experience in HSE program development (may overlap with field experience). -Demonstrated technical writing, communication, and facilitation skills. -Willingness to travel (approximately 1 week per month). -CRSP or CSP designation is an asset. -Strong collaboration, change leadership, and analytical abilities.
