Tasks

-Perform 20%, 50%, and 80% reviews on Final Estimates for in-house projects greater than 120 days. -Drive to project sites to perform Resident Level Quality Assessment (QA) Reviews as assigned by the Resident Engineer, maintain accurate records and log of completed reviews, and monitor progress of proposed (QA) log. -Perform 60 and 90 day reviews on Final Estimates for in-house projects less than or equal to 120 days. -Perform advanced contract administration documentation by tracking and reviewing monthly engineering records (e.g., Weather Letters, Contractor’s Past Performance Rating). -Perform a “Front Check” on in-house Final Estimates packages and assist Project Managers and Project Administrators with the preparation of packages. -Input details of each document into the appropriate databases. -Perform 60% and 90% reviews on Material Certifications for in-house projects and assist Project Managers and Project Administrators in certifying their projects. -Perform advanced engineering work by receiving and checking contract documents, supplemental agreements, and unilateral payment packages for accuracy and completeness. -Receive pay quantities in electronic format from Project Administrators, and process and track estimates through Electronic Estimate Disbursement, Financial Services Office, and the Comptroller’s Office of Disbursement. -Check the Material Acceptance Certification System (MAC) for samples not included in comparison packages. -Run the monthly estimate report. -Coordinate draft supplemental agreement language with the Legal Department and the District Construction Engineer as required by the Construction Project Administration Manual (CPAM) and Florida Statutes. -Distribute contract documents to project personnel and maintain accurate, organized records in filing room for future use. -Print Monthly Status Reports for Resident Engineer's review. -Send reminders to engineers about important submittal deadlines for reports and documents required by the residency. -Track supplemental agreements through execution. -Review supplemental agreement and work order packages for completeness and accuracy. -Review the final engineering packages by setting up Initial files for in-house projects.

What You Bring

-Ability to analyze and interpret engineering data. -Knowledge of and skilled at mathematics and calculation practices including areas, volumes, and quantities. -Knowledge of concepts, terminology, principles and analytical techniques of contract documents, supplemental agreements, work orders, pay quantities, and department specifications. -Knowledge of and skilled at reviewing monthly estimates, interpreting final estimates procedures and engineering specifications, and preparing final estimates documentation. -Knowledge of engineering design, construction, production, and operations. -10 years of FDOT road and bridge construction engineering inspection experience having performed or assisted in project-related duties (i.e., progress and final estimates, EEO compliance, processing construction contract changes). -Ability to perform quality assessment reviews. -Ability to read and interpret construction plans and specifications, and familiarity with FDOT’s policies and procedures. -High school graduate or equivalent. -Skilled in using engineering tools, equipment, and instruments. -Accounting background preferred. -Knowledge of and skilled at writing and speaking English on a comprehensible level to communicate effectively with general public, work contacts, and co-workers.
