  • Lead the implementation and continuous enhancement of the Integrated Project Controls Framework across all OpCos.
  • Ensure consistency with PMO guidelines, standards, and reporting requirements.
  • Mentor, coach, and develop project controls staff, promoting knowledge transfer and local talent development.
  • Manage cost control processes including earned value analysis, variance analysis, and benchmarking.
  • Maintain a live portfolio risk register, ensuring proactive mitigation strategies.
  • Act as the primary interface between PMO project controls and Operating Companies, PMCs, contractors, and internal stakeholders.
  • Oversee development of cost estimates, budgets, cash flows, and cost forecasts for the entire portfolio.
  • Coordinate lessons learned and trend analysis to inform strategic decision-making.
  • Oversee the structured change management process, including impact assessments.
  • Drive automation and digitalization initiatives for project controls.
  • Lead the production of monthly portfolio/program/projects reports, executive dashboards, and progress updates using Power BI and PMIS.
  • Ensure data validation and integrity across all Operating Companies.
  • Review contractors’ schedules for compliance with PMO requirements.
  • Supervise the preparation and maintenance of integrated master schedules (L1–L4).
  • Provide oversight of portfolio-level cost, schedule, risk, and change control.
  • Participate in strategic reviews with Matarat leadership and provide decision-support insights.

  • Demonstrated expertise in PMO environments, preferably with exposure to governance frameworks and integrated portfolio management.
  • Advanced proficiency in Primavera P6, Cost & Risk management tools, Power BI, and PMIS systems.
  • Integrated and high-performance PMO environment.
  • Strong knowledge of engineering, procurement, contracts, construction, commissioning processes.
  • Strong analytical, communication, and leadership skills.
  • Experience in continuous improvement, process optimization, and talent development.
  • Strategic-level role with visibility to senior leadership and decision-makers.
  • International exposure; KSA / GCC experience highly preferred.
  • 15+ years (minimum 12 years with exceptional profile) in project controls (Cost, Schedule, Risk & Reporting) on large, complex capital programs.
  • Proven track record in leading project controls teams on multi-billion SAR large-scale infrastructure projects – Aviation Experience is a Plus.
  • Ability to operate at both strategic and detailed levels.
