Tasks

-Solicits and reviews vendor performance information, reviews using department compliance with specific strategic contracts and spend patterns to make recommendations for the development of future procurement strategy -Provides guidance and consultation regarding procurement and contractual matters and ensures adherence to county procurement ordinance and regulations -Assists with the planning and coordination of major procurement events -Participates in market research, best practices investigations and industry trends analyses for specific procurement and contracting efforts -Prepares routine reports, correspondence and documents to be presented to senior management -Performs specialized and standard procurements -Completes data entry, develops solicitations, reviews and processes contract related information using various systems/applications including Oracle EBS system -Participates in special projects related to the county’s procurement strategic goals and initiatives by serving as subject matter expert on specific procurements -Serves on County committees and performs other duties and responsibilities appropriate for a Contract Negotiator -Participates in training and presentations on procurement and contracting topics to internal and external audiences -Serves as a liaison with contractors, department/units, executive management and other agencies for contract negotiations, agreements and procurement activities -Champion Diversity & Inclusion -Leads the evaluation of proposals of competitive solicitations or other procurements and participates in contract negotiations for professional services or strategic sourcing events

What You Bring

-Strong knowledge of contract development, negotiation principles and practices as well as the legal aspects of procurement contracts -Three years of full-time work experience in procurement/purchasing within the past eight years -General knowledge of strategic sourcing and coordination of multi-agency procurements -Ability to assist with the development of presentations and workshops regarding procurement/contracting topics -Ability to plan and coordinate pre-proposal/bid meetings and related procurement activities and assist in market research and best practices investigations -One year of full-time work experience in contract processing, negotiation or strategic sourcing -Five years of full-time work experience in procurement/purchasing within the past eight years -Skill in reviewing department compliance and spend patterns and make recommendations for the development of future procurement strategy -Experience utilizing Oracle Enterprise Resource Planning (ERP) system, Microsoft Word, Excel, PowerPoint and Adobe Acrobat -Graduation from an accredited college or university with an associate’s degree -Proficiency in Microsoft Office -Ability to prepare competitive solicitations and contracts and monitor market trends -Ability to compile and review vendor performance information -Have good to great organizational skills -Excellent oral and written communication skills as well as strong customer service, organizational and analytical skills with attention to detail -Current Certification in Public Procurement, Certified Public Purchasing Officer (CPPO) or Certified Professional Public Buyer (CPPB) -Have a team player mindset with the ability to communicate proficiently in written and verbal forms -Knowledge of federal, state and county procurement laws/regulations and procedures -Graduation from an accredited college or university with a bachelor’s degree
