Overview
Serve as Product Owner Proxy and ScrumMaster for federal IT Agile development.

Tasks
-Coordinate with the customer's product owner to define roadmap priorities, release planning, and sequencing of feature delivery -Prepare and present status updates, sprint metrics, and performance dashboards to leadership and the customer to inform program-level decision-making -Translate strategic goals and policy requirements into actionable user stories and acceptance criteria for the development team -Serve as the Product Owner Proxy on behalf of the customer, ensuring product vision, priorities, and requirements are clearly communicated to the Agile development team -Collaborate with the customer and cross-functional stakeholders to refine, prioritize, and manage the product backlog based on mission needs and business value -Support user acceptance testing (UAT), release management, and documentation to maintain transparency and readiness for deployment -Facilitate engagement with the government-wide community of Folio member agencies to gather feedback, validate functionality, and communicate upcoming enhancements -Ensure continuous delivery of high-quality software aligned with OMB A-11 capital planning and federal IT portfolio management requirements -Identify and mitigate delivery risks, dependencies, and impediments that impact sprint progress or product quality -Lead Agile ceremonies including sprint planning, daily stand-ups, sprint reviews, and retrospectives to maintain consistent team momentum and alignment

What You Bring
-Certified ScrumMaster (CSM), SAFe Scrum Master (SSM), or Product Owner (CSPO/PSPO) certification required -Strong understanding of Agile principles, frameworks (Scrum, Kanban, or SAFe), and backlog management best practices -7+ years of experience supporting Agile software development projects, with at least 3 years in a ScrumMaster or Product Owner role -Familiarity with OMB A-11, CPIC, FITARA, or related federal IT portfolio management and reporting processes -U.S. Citizenship and ability to obtain or maintain a Public Trust clearance required -Bachelor's degree in Information Technology, Computer Science, Business, or a related field (Master's preferred) -Immediate vesting -Experience collaborating with federal stakeholders and managing cross-agency engagement for enterprise IT systems -Excellent communication, facilitation, and stakeholder management skills, including the ability to lead discussions with diverse federal and contractor teams -Proven ability to translate complex policy or business requirements into technical user stories and deliverables -PMP or Agile Certified Practitioner (PMI-ACP) certification preferred
