Manage the development and submittal of permitting and construction plans, coordinating with local and state agencies on licensing and approvals.

Proactively resolve on-site issues and recommend solutions to keep projects on track.
Duties outlined in this position will require the employee to stand, crouch, sit, bend, and use hands and fingers to handle or feel as well as reaching with hands and arms to spaces both high and low.
Conduct constructability reviews and develop construction bid packages; competitively bid work to qualified subcontractors.
Order, track, and manage third-party materials and resources required for construction.
Oversee all external vendors and subcontractors, ensuring work is completed on time, within budget, and according to customer standards.
Lead site construction efforts, maintaining schedules and quality standards while acting as a safety and quality representative on site.
Partner closely with Fiber Engineers, Field Operations, and Project Management teams to ensure the successful planning and execution of projects.
Negotiate vendor costs, monitor budget performance, and escalate any issues that may impact timelines or financials.
May be required to work after hours; on weekends or be on-call as work is needed.
Foster a culture of accountability, integrity, and excellence across the project team.

Must possess excellent communication skills with both internal and external customers.
Strong working knowledge of outside plant (OSP) fiber engineering standards, aerial and underground construction methods, and relevant industry regulations.
Experience with AutoCAD, MicroStation, or similar CAD drafting software.

3–5 years of underground utility or telecom construction experience, including managing teams in fast-paced, production-driven environments.
Demonstrated ability to lead cross-functional teams and maintain accountability.
Proven ability to manage multiple teams, resolve field issues, and deliver projects on time and within budget.
Ability to make common sense understanding to carry out instructions that are provided in written, oral or drawing. Ability to deal with and understand problems involving different variables in many varied situations. Ability to collect, organize, disseminate and analyze significant amounts of information with attention to detail and accuracy.
Ability to read, understand and interpret documents such as safety rules and requirements, machine manuals of operation and process procedures. Ability to write information including reports. Ability to speak effectively to customers, vendors and coworkers up through all levels of management and staff. Ability to speak effectively and clearly with the public and external customers.
Ability to calculate figures and amounts (measurements in terms of distance, proportions, percentages and area. Ability to apply concepts of basic mathematics including algebra and geometry.

Familiarity with telecom test equipment and methods, including OTDR, RF Sweep, Power Meter, PIM testing, Grounding and Bonding.

Familiarity with state, county, and city permitting requirements, including State DOT regulations.

Excellent verbal and written communication skills; able to present effectively in small group settings and customer-facing situations.
Must possess a valid driver’s license.

Bachelor’s degree in Engineering or related field, or 3-5 years of OSP Engineering Management experience.
Strong math skills, including geometry, algebra, percentages, and basic financial concepts.
Regular and timely attendance is an essential function of this position.
