Overview

Manages compliance, safety, budget, and operations for a detention facility subcontract.

Tasks

-Develops and maintains strong relationships with leadership of bargaining units. -Develops and maintains close working relationships with government and private agencies including local, state and federal law enforcement units, and the community. -Ensures that adequate procedures, methods, and techniques are established in all programs, disciplines, and operations so that functions are executed with maximum efficiency and cost effectiveness. Monitors compliance with established facility methods and systems and seeks improvements in all functional areas including but not limited to program management, business services, detention, transportation, and food service. -Randomly visits and inspects operations during night and weekend shifts. -Establishes programs and activities to improve employee safety and health and achieve a zero-incident culture. -Directs the work of other employees, including selection, hiring, evaluating job performance, employee training/development, promoting and any disciplinary or corrective action, including termination. -Plans, and provides leadership, for the administrative and security programs of the facility. -Remains aware of statutory requirements, and legal decisions, that affect administrative decisions and/or operations of the facility. -Makes short-term and long-range plans and schedules. Sets goals and establishes objectives and actions to achieve such plans. -Develops and maintains close working relationships with the client departments and their representatives. -Responds on a 24-hour, 7-day basis to significant unusual occurrences. -Ensures the ability of the facility staff to respond appropriately to emergencies. -Meets weekly with the client to review subcontractor performance and plan improvements. -Works collaboratively with corporate Shared Services functions to ensure services provided are designed to meet subcontract objectives. -Clears policy matters with the appropriate corporate and/or client officials, whenever necessary, and advises facility management and staff of pertinent matters. -Works cooperatively with prime contractor to develop and implement compliant safety and security policies for the smooth operation of the detention facility. -Attends shift briefings randomly and as needed for communicating critical information. -Monitors performance of managers, captains, and supervisors; and provides opportunities for advancing their careers. -Confirms the subcontractor is in compliance with the Staffing Plan. -Ensures delivery of a Monthly Activity Report that summarizes subcontractor staffing, activities, and performance for the contract’s previous month period. -Analyzes proposals, financial statements, records, statistical reports, budget estimates and justifications for proposed expenditures. -Establishes programs and activities to motivate employees and enhance employee morale. -Regularly walks the entire facility. -Ensures the QCP is executed effectively. -Establishes creative methods to enhance, improve, and optimize operations to reduce costs for both AGS and the client.

What You Bring

-Strong leadership ability, sound judgment, and effective administrative ability. -Knowledge of program objectives, policies, procedures, and requirements for managing a secure detention facility. -Must demonstrate excellent verbal and written communications skills with all levels of management and interfaces with ICE Personnel. -Attends ACA accredited annual training. -National Detention Standards (NDS) are communicated to the work force, and that these standards are met in every aspect of subcontractor services. -Ability to resolve interpersonal conflicts and build strong interpersonal relationships with staff, unions, and client personnel. -Must have strong math and MS-Excel skills to track costs and expenditures against budget. -Must be a United States citizen, or a person lawfully admitted into the United States with permanent residence in the U.S. for the last five (5) years. -Ability to prepare and review management, business, technical, and personnel reports. -Must be capable of negotiating and making binding decisions for company. -Strong analytical skills for resolving complex cross functional problems. -Clearly demonstrates the ability to guide, direct and coordinate the efforts of others -Must have understanding of time management methods to enable satisfying multiple competing objectives. -Able to pass the ICE National Agency Check, Person of Public Trust Level III. -Minimum of five (5) years of related detention/correctional facility managerial and administrative experience.
