The Role

Overview

Lead quality management for the PMO, overseeing QA teams and implementing standards.

Tasks

-Establish and maintain audit schedules, conduct audits, and facilitate corrective actions. -Support quality governance and maintain Parsons quality-related certifications. -Prepare and review Quality manuals, plans, and procedures to ensure compliance with industry codes, standards, and client requirements. -Interface with senior-level representatives from program/project management, design/engineering, purchasing, and construction teams. -Develop and implement project/program Quality Systems aligned with Parsons Quality Management System and USACE QA/QC requirements. -Lead and oversee a team of 9 Regional/Sector Quality Managers, with an ultimate QA organization of approximately 200 personnel. -Provide technical guidance and leadership to quality professionals across multiple regions. -Provide management direction for quality practices across the PMO, including administrative and supervisory responsibilities.

What You Bring

-Experience implementing quality systems and standards (ISO, ASME, ANSI, ASTM). -Experience managing QA programs for large-scale federal infrastructure projects. -10+ years of experience in Quality or related field, with 5+ years in a supervisory or management capacity. -Proficiency in Microsoft Office Suite. -Membership in a nationally recognized Quality organization. -Certified ISO-9000 Lead Auditor and/or ASQ Certified Quality Engineer (or ability to obtain within 6 months) or equivalent certifications such as CMQ/OE, CQA, CQE, or Professional Engineer registration. -Bachelor’s degree in Engineering, Construction, Project Management, Business, or Quality discipline (or equivalent experience). -Advanced knowledge of risk management and corrective/preventive action systems. -Strong leadership and expert knowledge of Quality Management practices and ISO 9000 standards. -Ability to direct and manage large teams and complex projects. -Master’s degree in a related field (preferred) -Familiarity with USACE QA/QC standards, USACE 3-Phases of Control, EM 385-1-1 Safety requirements, and federal construction quality protocols. -Excellent communication, analytical, and problem-solving skills.
