Tasks

-Provides direction to staff regarding improvements to contracting procedures. -Performs special reviews, projects, and programs, and may prepare Requests for Proposals (RFP's). -Implements the practices and procedures established for contract initiation, monitoring, or compliance. -Performs initiation, monitoring, or compliance activities for City contracts. -Provides technical assistance and direction regarding contract compliance. -Conducts presentations regarding contracting projects. -Prepares detailed written reports and presentations regarding contracting projects. -Approves or rejects requests for deviations from contract specifications and delivery schedules. -Oversees all negotiations, terminations, and renegotiations of contracts. -Supervises staff and gives direction regarding contract compliance issues and related matters. -Develops contract compliance work plans and objectives. -Provides staff support as required for special projects.

Unofficial transcripts and copies of other relevant documents may be attached to the application for consideration in advance. -Ability to work independently and perform contract services projects from inception to completion. -Knowledge of Federal, State, and local laws, ordinances, policies, procedures, regulations, advisor circulars pertaining to contracts. -Must successfully pass all background investigations conducted by Aviation. -Ability to understand contract management data, documents, and reports. -Ability to operate a computer keyboard and other basic office equipment. -Knowledge of contract management standards, planning, solicitation processes, contract monitoring and compliance practices. -Ability to perform all the intellectual and analytical requirements of the position, including decision-making. -Bachelor's Degree from an accredited college or university. -Experience in the Aviation Industry. -Experience with SAP. -Ability to establish and maintain effective working relationships with co-workers, City Management and their staff, vendors and contract service providers, and the general public. -Three (3) years increasingly responsible experience in contract management, preparation or compliance. -Professional Licensure and Society Memberships -Skill in utilizing a personal computer and associated software programs. -Experience in contract management standards, planning, solicitation processes, and contract monitoring and compliance practices. -Ability to understand and interpret financial and cost accounting data. -Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university. -Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted. -Must maintain federally mandated security clearance required to work at an airport at all times.
