Tasks
-Directs and manages staff and consultants, providing technical and leadership guidance, to ensure team collaboration, good morale and results in support of Department's mission. -Assists Director with management of departmental operating budget to include operating budget forecast, variance analysis, labor costs management and reporting to ensure departmental compliance with approved operating budget ceiling. Utilizes financial data queries, and performs data mining, and analysis to identify budget variances by account and documents variances to be reported to the Executive management. -Supports the implementation of new project management information systems, working tools, and dashboards. Directs process re-design and implementation to improve and augment existing project management information systems to increase efficiency of capital program reporting, data collection and analysis, and to improve business processes, making project management information system a widely used and accepted tool. Defines problem statement by evaluating `as-is processes, gathering requirements, developing mock-ups and implementing improvements. -Plans, directs and coordinates activities for evaluating and monitoring the progress and status of the capital, reimbursable and other projects, to ensure adherence to the approved project budgets, established scope and conformed project schedule. -Leads various processes such as Project Cost certifications, analysis of costs and accruals, and budget variance reports to ensure project compliance with all Federal and internal policies and regulations. Analyzes project cost data; meets with technical project managers to review and make corrections against actual costs; collects certifications and submits to Chief Financial Officer (CFO)'s office on or before established deadlines; reviews project cost data and obtains values for unbilled earned work. -Verification of education and experience (including certifications and licenses) -Review of a current motor vehicle report -Leads development of departmental business plans to establish performance metrics for department's core services and ensures department's performance is in alignment with corporate goals and objectives. Coordinates with Office of Capital Program Delivery (CAPD) Directors and key stakeholders, providing best practice recommendations, and aligning departmental core values with WMATA's mission statement. -Integrates project status data, such as cost and schedule with data outputs of various financial systems, to provide support to project delivery teams, including budget adjustments, commitments management, labor utilization, contractor and/or vendor management. Compares and analyzes project cost and schedules data against actual data in financial systems (PeopleSoft), and executes or coordinates solutions. -Performs time-phased project cost and resource forecasts, reviews schedules, monitors project deliverables progress, and provides budget and cost management for capital projects, to maintain robust project controls and assure capital projects are delivered within scope, budget and on schedule. Prepares project status reports and analyzes project financials and schedules. Works with technical project managers to validate findings, provide progress update and recommendations. Utilizes available project management tools and systems to validate actual progress, issues and risks, and analyzes status variances, and produces project status report using established format and guidelines. -Advises senior management of the status of all capital projects, including progress, scheduling and financial status, identifying problem areas and recommending solutions to resolve risks and issues. Produces presentations and reports using presentation software and project management information systems. -Prepares Federal Transit Administration's (FTA) Project Management Oversight Committee (PMOC) reports and develops standard templates to be used across all capital projects subject to the PMOC oversight. Participates, along with technical project managers accompanies PMOC representatives in the review of technical reports and preparation of financial program reports during the site visits, to provide grantors with project status updates. Analyzes available project reports, most recent general ledger data, project schedule, contractor invoices, and other financial data to produce detailed financial status report, budget, expenditures, and forecast.

What You Bring
-Master's degree in Management, Finance, Transportation, Planning or related field. -Project Management Professional (PMP) Certification -Four (4) years of experience managing and supporting technical projects over project life-cycles; developing complex project and program budgets and forecasts; and developing program status reports for broad audiences such as executive management, leadership and technical teams. -Medical examination including a drug and alcohol screening (for safety sensitive positions) -Skills and/or behavioral assessment -Criminal Background Check (a criminal conviction is not an automatic bar to employment) -Bachelor's degree in Management, Finance, Transportation or related field.
