Tasks

The Program Manager – Underground Transmission will lead and oversee all aspects of high-voltage (HV) underground transmission projects, from early estimating through final execution. This role requires a blend of technical mastery, strategic vision, and business development expertise to drive success across both the pre-construction and construction phases. You will be directly involved in strategic planning, risk management, subcontractor engagement, and continuous operational support throughout the project lifecycle. -Oversee the development and submission of detailed proposals in compliance with client requirements and deadlines. -Champion a culture of safety, quality, and continuous improvement throughout all project phases. -Mentor and guide junior staff while fostering collaboration among engineers, estimators, and project managers to achieve common goals. -Support project teams post-award with transition meetings, execution planning, and ongoing oversight to ensure project success. -Lead the preparation of comprehensive, competitive cost estimates for HV underground transmission projects using tools such as HeavyBid. -Collaborate with internal teams and clients to evaluate constructability, risk factors, and scope alignment. -Coordinate all pre-bid and proposal activities, including site visits, walk-downs, RFI management, and subcontractor/vendor engagement. -Prepare bid deliverables including schedules, resource plans, and cash flow projections to support competitive positioning. -Drive business development efforts through client engagement, opportunity tracking, and strategic networking within the utility and energy sectors. -Manage relationships with subcontractors, suppliers, and partners to ensure optimal pricing, safety, and schedule adherence. -Stay ahead of industry trends, emerging technologies, and regulatory updates impacting HV underground transmission.
