Tasks
-Participate in program-level meetings, progress reviews, and strategic planning for infrastructure renewal initiatives. -Develop and review design and construction documents, including hydraulic and hydrologic analyses, technical specifications, utility layouts, cost estimates, and design services during construction. -Collaborate with program managers, consultants, and contractors to ensure consistent and efficient project execution. -Lead and oversee multidisciplinary engineering design teams on complex water and wastewater infrastructure projects. -Manage multiple projects and assignments, maintaining accountability for schedule, budget, quality, and client satisfaction. -Support capital improvement planning (CIP) through project prioritization, budgeting, scheduling, and delivery coordination. -Provide technical advisory support and contribute to infrastructure assessment, rehabilitation planning, and implementation. -Oversee data management, reporting, and coordination across project stakeholders. -Prepare and evaluate bid documents, requests for proposals (RFPs), and statements of work.

Only those with proof of right to work should apply for this position. -Proven background in developing and implementing design and construction contract documents for major conveyance or rehabilitation projects. -Excellent written, verbal, and organizational communication skills. -Education: Bachelor’s degree in Civil Engineering (Master’s degree preferred). -Experience: 10+ years in water and wastewater engineering design and program management, including experience leading teams on complex infrastructure projects. -Demonstrated experience in capital improvement program (CIP) planning, budgeting, scheduling, and delivery management. -Strong understanding of hydraulic and hydrologic modeling principles and applications. -Ability to manage and coordinate multiple consultants and contractors on large-scale projects. -Professional Engineer (PE) license required, with eligibility for reciprocity in multiple states.
