Tasks
-Coordinate with internal teams such as Finance, Budget, and Procurement to support reconciliation and audit readiness -Update, reconcile, and report changes into and from the Change Control Board and Construction Contractor for tracking Pending and Approved Changes and Contingency Utilizations -Participates in the development of Cost Control/Cost management system procedures -Assist in developing, compiling, and producing rail transit program reports, summaries, and dashboards that cover progress, cost, cash flow, earned value, risk, schedule, and other key information -Reconcile and make edits to the Cost Management System for Budget, Cost, and Change Information -Verify changes are properly reflected in the cost forecast and assesses the impact on contingency, escalation, and cash flow -Document, review, and perform analysis of variances in cost and schedule, and make recommendations for corrective actions -Perform regular interval QA/QC of the project cost data and communicate corrections -Assist in the preparation of memos, presentations, and client deliverables, including basic charts, tables, and financial summaries as requested -Contribute to change management documentation by logging and tracking potential changes and approved change orders -Develop and coordinate cost management updates to assist Project Management team with current Budgets, Actuals, Accruals, Forecasts, and Changes -Generate regular cost reports, summaries, and dashboards for review by the Capital Program Management Office (CPMO) -Assists the Program Cost Manager with cost forecasts and funding that conforms to the Cost Management Plan -Coordinate and gather information for special reports and requests -Provide support for the use and administration of the Cost Management System (Unifier), including tasks such as data entry, system updates, and generating reports

What You Bring
-Ability to prioritize workload and deliverables -Strong familiarity with contracting models (lump sum, GMP, CM-at-risk, design-build, progressive design-build, PPP) -10+ years of progressive experience in cost engineering of large-scale infrastructure/capital projects -Proactive in identifying potential cost overruns or risks and driving corrective action -Experience in public sector capital programs and federal/state/local funding compliance is highly desirable -Ability to lead cost workshops with project managers and contractors teams -Ability to build and sustain relationships with team members, contractors, clients, and all stakeholders -Strong analytical and problem-solving skills with capacity to present insights clearly to executives, boards, and stakeholders -BA/BS Degree in Construction Management, Business, Engineering, or a related field -AACE Certifications, Project Management Professional (PMP), Certified Cost Professional (CCP), or Earned Value Professional (EVP) are a plus -Demonstrated ability to work in a matrixed CPMO environment with multiple delivery partners -Direct experience supporting programs valued at $5B+ (preferably $10B+) with complex, multi-year, multi-contract portfolios -Excellent written and verbal communication skills; ability to translate complex cost data into executive-level reporting -Proficient in the Microsoft Office suite and Project Management Information Systems (Unifier) or similar -Excellent analytical and critical thinking skills with the ability to solve problems -Attention to detail and organization while working in a fast-paced environment -Ability to establish and enforce cost control frameworks, policies, and procedures across a multi-billion program -Master’s degree preferred -Ability to manage multiple projects, meet deadlines, and produce project deliverables
