  • Exercise Stop Work Responsibility to ensure adherence to company policies, regulations, Pre Task Plans and Safe Work Practices
  • Assist with incident investigations, and implementation of effective solution
  • Communicate effectively with the field staff, project leadership, and client representatives
  • Encourage, support, inspire, and advise staff and craft employees to execute the Construction Safety Manual (CSM) and (HSEMS).
  • Assist in the review, updating, and communication of the (HSEMS) to everyone including subcontractors
  • Perform work safely and effectively
  • Conduct effective toolbox meetings and provide basic safety training.
  • Assist and provide safety training on policies, procedures, toolbox talks, OSHA/FTA standards, orientation, and client-specific requirements
  • Ensure that work is being executed as planned, assist with corrective measures, and provide resources to correct and maintain solutions
  • Collaborate with the craft every night in the field to encourage buy-in of our HSE management system and to support craft ownership of HSE
  • Act as the Hitachi Rail HSE representative on the site.
  • Assist with first aid and maintain relationships with emergency medical services and clinics
  • Provide Project Orientation and 4-Hour Roadway Worker Protection (RWP) trainings as needed.
  • Plan, prioritize, and problem-solve with operations in the field every day based on leading indicator trends and upcoming work
  • Complete a daily documented hazard inspection and assist operations, craft, and subcontractors with implementation of corrective actions
  • Recognize and correct hazards.
  • Initiate incident notification and response, and emergency procedures.
  • Support the completion of Accident, Incident, and Near Miss Investigations
  • Successfully implement and support the Health, Safety and Environmental Management System (HSEMS) in the field
  • Complete daily inspections using provided HSE software.

This is a field-based position, requiring a minimum of 90% of employee’s time being spent on site. Work will occur throughout the BART Metro System.

In accordance with the DOT’s FRA and FTA programs, Hitachi’s substance screening program tests pre-employment candidates and current employees, as required for safety-sensitive positions.

MUST have CURRENT OSHA 500 Card, as well as CPR/FA (these are client contractual requirements).

HITACHI RAIL is looking for an enthusiastic self-motivated Project HSE Advisor who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Oakland, CA.

  • CHST Certification
  • Computer proficiency with a strong knowledge of PCs and software applications related to the work, such as MS Office, Word, Excel, Access, SharePoint, etc.
  • Current CPR-FA-AED Certification
  • Demonstrated ability to inspect and evaluate workplace environments, equipment, and practices for compliance with corporate and legislative requirements, standards, and regulations.
  • Experience engaging in diverse and dynamic teams
  • Communication, presentation and training Development and Delivery Experience
  • Comprehensive knowledge of Cal-OSHA, California EPA, Federal OSHA, USEPA, Department of Labor, and Local regulations, policies, and legislation
  • OSHA 500 Authorized Outreach Trainer Designation
  • Experience implementing site HSE programs
  • 5+ Years of experience in Construction Safety and Health
  • Ability to work throughout the Bay Area
  • A valid non-probationary California Class “C” Driver’s License
  • Understand and follow oral and written instructions, including warning signs, equipment use, and other policies
  • OSHA (or Cal-OSHA) 30-Hour Construction Safety & Health Card
  • Highly developed interpersonal skills to establish and maintain effective working relationships and promote a harmonious safety environment.
  • Ability to complete written reports and electronic communications expeditiously and with a high-degree of accuracy and professionalism while in the field.
  • Experience integrating into project teams and engaging stakeholders from across all disciplines in the HSE Program
  • Demonstrated ability to identify and take action on safety-related issues, conduct root cause incident investigations, and handle both uncomfortable and sensitive situations.
