  • Provide support in price negotiations and obtain quotes for materials and services, as needed;
  • Perform related cost estimating and budgeting functions; and
  • Ensure cost estimates are in full compliance with WMATA practices and procedures.
  • Review and analyze scope, specifications, drawings, sketches and sample layouts to calculate total cost using labor, material, and equipment, and subcontractor cost using historical data, cost databases, construction experience and project specific judgement;
  • Prepare rough order of magnitude, detailed estimates, and change order estimates for ongoing construction of facility structures and transit operating system elements;
  • Report directly to WMATA Task Manager, or any other manager assigned by WMATA;

  • Experience in estimating building automation & controls systems (BMS/ BAS);
  • Proficiency in Microsoft 3 6 5 ® (entire suite), with specific knowledge of spreadsheet software for cost estimating and for historical data collection and resources.
  • Knowledge of substation design, relevant equipment, and their construction cost estimating;
  • Experience in professional services and design services estimating; and
  • Deep understanding of high voltage (HV) and medium voltage (MV) electrical systems, components, and installation practices;
  • Familiarity with WMATA’s project management software system (Procore);
  • A minimum of a bachelor’s degree in electrical engineering or equivalent, plus a minimum of 10 years of experience in developing cost estimates, evaluating price proposals, and negotiating
  • Experience in cost estimating for new Battery Electric Bus facilities;
  • AACEi Certification, Certified Estimating Professional (CEP), or equivalent designation;
  • Knowledge of relevant electrical codes and standards such as the National Electrical Code (NEC), Institute of Electrical and Electronics Engineers (IEEE), etc.;
  • Ability to maintain confidentiality; and
  • Experience in cost estimating various rehabilitation works for a transit authority;
  • Knowledge of working in a government environment, experience with unions/unionized environment.
  • Job site experience with a reputable construction company;
  • contracts within a design or construction organization; ? Knowledge of design principles (both DC and AC systems) relevant codes, and safety standards;
