Tasks
We are seeking a Procurement Manager to join our Dublin office. This is a client-facing role where you will lead end-to-end procurement activities for some of Ireland’s most impactful construction and infrastructure projects. You’ll contribute to major programmes, manage complex procurement frameworks, and play a key role in shaping best practices across the business. Working closely with stakeholders across public and private sectors, you will deliver strategic procurement planning, tender management, supplier evaluation, and contract negotiation—ensuring all procurement activities are fully compliant, efficient, and drive long-term value. -Ensure full compliance with EU procurement regulations and local governance procedures. -Oversee supplier pre-qualification, evaluation criteria development, and recommendation reports. -Represent Cumming Group at industry events, with a focus on client development and market presence. -Support clients in contract negotiations and post-award contract management. -Manage the full tendering lifecycle—from drafting documentation to managing scoring and feedback. -Provide leadership and mentoring to junior team members and procurement professionals. -Identify and manage risks within the procurement process and deliver mitigation strategies. -Collaborate across multidisciplinary teams to ensure procurement outcomes align with project delivery. -Lead the development and execution of procurement strategies aligned with project and client goals. -Attend client and stakeholder meetings, providing expert commercial input and advice.

A copy of our EDI policy is available upon request. -Strong understanding of supplier capability assessment, value management, and risk control. -Frequent team-building and social events. -Demonstrated ability to lead procurement on large-scale, multidisciplinary projects. -Education: Degree qualified in Procurement, Quantity Surveying, Construction, Engineering, or a related discipline. -Excellent communication and stakeholder management skills. -Professional Accreditation: MCIPS, MRICS, MAPM or equivalent (or working towards). -In-depth knowledge of EU procurement law and frameworks, along with experience using NEC and JCT contracts. -Confident working independently and under pressure in a client-facing environment. -Experience: 5+ years of experience managing procurement in complex environments, ideally within high-value infrastructure, public sector, or transportation projects.
