  • Responsible for the efficient operation, maintenance, and continuous improvement of the TSE/Irrigation Systems ensuring compliance with the RCRC and Green Riyadh procedures.
  • Ensure Operations and Maintenance risk assessments are carried out and assets integrity is maintained through scheduled audits and inspections;
  • Oversee the monitoring, inspection, and performance reporting of TSE/Irrigation systems including Storage Tanks/Reservoirs, Pumping Stations, Transmission and Distribution Pipelines and control systems.;
  • Ensure all Operations & Maintenance activities are carried out in line with health, safety, and environmental standards, and that appropriate records are maintained.
  • Oversee the assets taking over and ensure construction is in compliance with design, relevant codes, standards, regulations and requirements of local authority;
  • Develop and implement operations and maintenance standards, asset management plans, and preventive maintenance strategies for all Water & TSE network assets.
  • Ensure that critical dates are met on time, within agreed cost & to technical requirement;
  • Manage the liaison with numerous TSE/Irrigation stakeholders including clients, municipalities, government bodies and O&M teams;
  • Oversee and coordinate the performance of all O&M water contractors, ensuring consistent application of operational standards, compliance with contractual requirements, and alignment with program-wide objectives for reliability, efficiency, and sustainability.
  • Prepare and present periodic performance reports, KPIs, and improvement plans to senior management.
  • Evaluation of tenders, prepare tender reports and recommendations, and selection of O&M contractors;
  • Develop and implement maintenance procedures, operational manuals, and technical reports related to TSE/Irrigation and water network systems.

  • Strategic thinker – ability to spot opportunities and galvanize the resource and the expertise in order to capitalize on them;
  • Experience of interpreting and understanding operational standards, local rules, regulations and maintenance procedures;
  • Strong experience in Operations and Maintenance of large-scale irrigation and TSE networks, including asset management and overseeing multiple Water O&M Contracts;
  • Good knowledge of TSE/Irrigation system operation, hydraulic performance monitoring, maintenance planning and asset management.
  • Skills in Project Management and O&M contracts management and budget control;
  • Effective leader (has an instinctive eye for talent), proven ability to motivate others and get results both through direct reports and external suppliers (Internal as well as external third party sub consultants or O&M Contractors);
  • Excellent client meeting, presentation and report writing skills;
