Tasks
-Participate in organizational projects and committees to improve processes and ensure compliance with health and safety standards. -Acquire goods, materials, and services for civic departments and agencies following procurement policies and procedures. -Develop, market, and award contracts for surplus asset sales and oversee procurement of goods and services. -Support community safety and emergency plans, including snow routes, traffic control systems, and transportation of hazardous goods. -Monitor purchasing activities, ensure compliance with policies, and identify trends in blanket orders and procurement cards. -Investigate to resolution and authorize the release of invoices on hold. -Conduct vendor research, maintain supplier databases, and evaluate submissions for compliance with specifications and requirements. -Collaborate with internal clients to determine needs, develop evaluation criteria, and select procurement strategies (e.g., RFQ, RFP, tender, sole source). -Train and guide employees on procurement policies, p-card programs, and purchasing processes. -Prepare and enforce legally binding contracts, resolve vendor conflicts, and consult with Legal as necessary. -Ensure delivery commitments are met, close out purchase orders, and maintain accurate records in accordance with corporate policies. -Act as a primary contact for procurement-related issues, including purchasing policies, invoice discrepancies, and supplier performance. -Occasional lifting of supplies and driving to off-site meetings. -May involve climbing, walking on uneven terrain, or using ladders.

-Frequent interruptions requiring adaptability and focus. -Frequent use of computers, keyboards, and other devices. -Class 5 drivers license. -Primarily office-based with occasional outdoor or off-site activities. -Proficiency in procurement systems, policies, and relevant software. -High attention to detail during contract preparation, data entry, and review. -Knowledge of commodities, municipal governance, collective agreements, and safety standards. -Year 1 of SCMA Supply Chain Management Professional Designation or CPPB designation. -Eligibility for registration with Supply Chain Canada or UPPCC; must maintain SCMP/CPPB designation if obtained. -Strong negotiation, problem-solving, and decision-making skills. -Minimum of three years in purchasing, with demonstrated knowledge of procurement principles, trade agreements, and municipal government needs. -Proof of education is required. -Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy. -College diploma or university degree.
