Overview

Manage multimillion-dollar construction subcontracts, sourcing, budgets, and vendor relations.

Tasks

-Maintaining knowledge of market conditions and evaluate market trends for materials, equipment and labor. -Handle labor relation matters and communicate tactfully with labor union representatives and organized workforces. -Manage the bidding process including, pre-bid/ proposal meetings, walk- thru(s), bid openings, bid tabulation, and bid reviews, bid recommendations and issue subcontract agreements. -Deliver engaging, informative, and well-organized presentations and reports to various stakeholders. -Gain a comprehensive understanding of revenue models, profit and loss (P/L) statements, and cost-to-completion projections to make informed decisions. -Work closely with the construction site team, supplier and subcontractors, reporting directly to the Director of Procurement. -Review plans, specifications, and contraction documents to ensure the correct equipment, material, and subcontractor services are ordered and/or purchased. -Effectively manage project budgets to ensure successful financial outcomes. -Conduct business reviews to discuss current spending, Key Performance Indicators, potential business opportunities, and market trends -Analyze project profitability, revenue, margins, bill rates, and utilization to identify areas for improvement and create forecast models. -Determine and negotiate contract terms and conditions, award supplier contracts or recommend contract awards. -Identify areas of potential cost reduction and analyze the impact of pricing changes for subcontractors. -Develop and implement Sourcing Strategies. -Ensure continued contract compliance, material or labor contracts. Manage subcontractor contracts in adjunction with project manager. -Work with construction teams, negotiate and settle back charges as applicable to ensure fair costs and charge to the subcontractors.

What You Bring

-Excellent verbal and written communication skills in English. -Experience in subcontract administration and managing subcontractors and vendors. -High level of attention to detail, and highly organized. -Must be able to work under pressure and meet deadlines while maintaining a professional attitude. -Bachelor’s degree in supply chain management, Business Administration, Finance, Accounting, or a related field. -Ability to work in a construction site environment (trailer office). -Ability to develop and maintain successful relationships with all levels of employees, clients, and subcontractors. -5+ years of experience in procurement and contract administration within the construction industry. -Must have and maintain a valid Arizona driver’s license. May be required to travel to other sites within Arizona to perform certain work functions. -Start-up experience. -Ability to establish program objectives or performance goals and assess progress. -Highly desired: experience with organized labor (union) workforces and collective bargaining agreements. -Familiarity with contract proving models and billing procedures. -Ability to act with integrity, professionalism, and confidentiality. -International work experience, a plus. -Proficiency in Microsoft Office Suite products (Word, PowerPoint, Excel, Outlook, Teams). -Ability to effectively prioritize responsibilities depending on project needs. Ability to effectively present information and respond to questions from groups of managers and employees. -Independent and self-motivated with experience managing within a distributed office environment. -Ability to use procurement related software, such as ERP systems. -Familiarize yourself with contract pricing models and billing procedures. -Ability to communicate in Mandarin, preferred. -Excellent organizational and time management skills. -Strong understanding of revenue models, P/L statements, and cost-to-completion projections.
