Tasks

-Coordinate project related activities within the Authority and among architects, engineers, construction management firms, general contractors and government agencies. -Reviews and reports on the progress of school construction projects within assigned geographic district(s); recommends modifications if changes are required during the project duration. -Ensures projects are constructed in accordance with the terms, conditions and requirements of contract documents, on time, within budget and safely. -Schedules and participates in meetings with Department of Education and Authority staff concerning project approach, preliminary layout, project scheduling, project budget, project work schedules and phased project turnovers. -Works with project teams to improve operational performance and efficiency. -Identifies conditions requiring a contract change; obtains and evaluates proposals from contractors; develops independent cost estimates for the work, negotiates changes orders and tracks progress of C.O.'s. -Participates in development and issuance of project management policies and procedures; makes recommendations affecting operations; reviews and comments on Authority-wide procedures in order to provide continuous project improvement. -Reviews and evaluates the performance of assigned staff and Construction Management personnel; Provides guidance and recommendations to improve productivity and develop the staff for advancement; Plans, assigns, monitors, reviews and evaluates the work performed by assigned staff. -Makes recommendations regarding recruitment, hiring, training, promotion, reassignment and discipline. -Schedules monthly coordination meetings to review reports on projects in construction, projects in design/scope, CIP projects and related open PO 18-s and new and/or urgent construction issues; ensures that the Department of Education staff or representative is invited to project meetings, when appropriate -Manages, directs and is responsible for the successful completion of all aspects of the capital school construction and rehabilitation projects for assigned geographic district(s), including the on-site supervision of Project Officers (Level I and II), Assistant Project Officers (Level I and II) and project personnel assigned by Construction Management and/or consultant firms engaged by the Authority. -Identifies errors and omissions prior to commencement of construction and throughout the duration of the project; recommends and implements corrective action(s) and follows up to ensure that required actions have taken place; recommends appropriate modifications if changes are required at any point. -Resolves issues identified in field reports compiled by architects, technical inspectors and construction management staff. -Develops project master schedules, monitors project budgets and approves all contractor invoices for assigned projects. -Ensures and facilitates effective day to day coordination and communication with the appropriate Department of Education staff or representative concerning all capital construction activities and any related issues that arise in the school(s) in which construction is taking place.
