Support new hire onboarding and offboarding processes.
Work closely with leadership to shape HR and compliance programs that directly impact employee experience and operational success.
Support audits, investigations, and documentation requirements.
Manage compliance requirements related to Public Labor Agreements (PLAs), OCEF, and other workforce documentation.
Ensure equitable and consistent application of per diem and travel policies.
Generate HR metrics and compliance reports as needed.
Develop and manage employee engagement and retention programs, including incentives and recognition initiatives.
Coordinate and track required training programs (safety, compliance, and professional development).
Manage and resolve questions and issues related to per diem eligibility, policies, and compliance.
Serve as a trusted point of contact for employees regarding workplace issues, policy questions, and conflict resolution.
Maintain accurate employee records and documentation.
Ensure compliance with federal, state, and local labor laws, including Idaho state employment regulations.
Partner with leadership to identify skill gaps and implement workforce development strategies.

Highly organized, detail-oriented, and proactive problem-solver.
Strong knowledge of federal and Idaho state labor laws and compliance standards.
Must be comfortable working daily at job sites and interacting directly with field crews and project management staff.
Excellent interpersonal and communication skills; able to handle sensitive situations with discretion.
Experience: 3-5 years in HR, compliance, or labor relations roles — ideally in a construction, field services, or technology infrastructure environment.
Experience handling PLA and/or union-related workforce documentation is highly preferred.
Bachelor's degree in HR, Business Administration, or related field (or equivalent experience).
