Strategizing with agencies and project owners to evaluate project delivery methods and determine the optimal method to fit the owner’s needs.
Advise clients and recommend strategies regarding compliance with Federal requirements, including those arising from Federal grant and project financing programs including programs such as American Iron & Steel and Build America, Buy America. Advise on development of loan applications for programs like WIFIA.
Collaborating in a teaming environment with other members of project teams for the successful procurement of alternative delivery projects, including supporting communications with, and providing appropriate technical advice to engineers, investment bankers, financial analysts, legal counsel, and internal-client procurement teams
Developing risk profiles for projects, which includes drafting risk matrices that identify critical risks, facilitating and attending risk workshops, and evaluating the allocation of identified risks for project delivery.
Assisting in advising public agencies and private clients through the procurement process to engage an entity to design, construct, operate, and maintain a capital asset, including in the drafting of evaluation criteria and evaluation strategies.
With guidance from project leaders, interfacing with project owners to determine the goals and constraints for the implementation of their projects.
Assisting with the development of procurement strategies and drafting of procurement documents for alternative delivery projects, including, for example, Requests for Information, Requests for Qualifications and Requests for Proposals.

7-10 years’ experience in directly relevant endeavors
Bachelor’s or equivalent degree in relevant field
Experience with drinking water and wastewater projects
Authorization to immediately work in the United States
Knowledge and application of federal environmental law, regulations, programs, processes, and grant administration and compliance
Strong written and oral communication skills
7-10 years of direct experience with public sector procurement review and contracting and advising local, state and federal agencies
Graduate degree in relevant field (M.S., J.D., M.B.A., Ph. D)
