Tasks
This position oversees the day-to-day operations of several key technology products across the organization. The Product Owner will be responsible for managing a portfolio that may include Simplicast (Email Marketing), JAMBO (Stakeholder Engagement), and various Project Controls tools such as Heavy Bid, Planswift, Palisade @Risk, and Bluebeam, as well as Enterprise Content Management System (EDRMS – onBase), Service Management (JIRA) and Enterprise Resource Planning (ERP). -Manages the gathering of user requirements based on a communicable understanding of diverse stakeholder groups. -Creates effective, prioritized product descriptions and delivery plans to meet user and stakeholder needs in a cost-effective way. -Creates and manages product roadmaps tracking progress, issues and managing risks. -Engages partner and user communities to promote the department’s principles and foster a collaborative approach to solution delivery and engagement. -Communicates with a wide range of digital delivery disciplines, talent and stakeholders both internally and externally. -Makes decisions with long-term solution enterprise impacts related to the outcomes, objectives and goals of programs products. -Leads one or more multi disciplinary agile delivery teams to deliver new products and/or iterations to existing products to meet user needs and experience expectations. -Maintains currency of changes to user habits, preferences and behaviors across various digital platforms and their implications for successful delivery of government digital products. -Manages the delivery and iteration of digital products through effective analysis of qualitative and quantitative user data. -Builds strategic relationships with central agencies, Ministry and broader public sector executives and with private sector suppliers. -Influences stakeholders to achieve consensus and commitment regarding product definition, direction, and approach to delivery. -Manages the creation and monitoring of the budget as related to the building and maintaining of the products. -Leads complex multi-party program and service design, development and operations for an enterprise program that involves policy, procurement, human resources, customer development, service design, public engagement, and service improvement projects across government. -Interprets user research to make the correct product decisions, noting that users do not always know what they want.

What You Bring
-Experience in analyzing and using customer insight, user and performance data to design and continually improve digital services to fully meet user needs in a convenient and straightforward way. -Successful completion of security screening will be required as a condition of employment with TI Corp. -Degree or diploma in a technology discipline or project management, or an equivalent combination of education and five years of related experience. -Experience delivering digital products or service; design, and ongoing management of high-quality services which maximize opportunities offered by digital technology. -Disseminates understanding of the digital marketplace, including best practice, costs, suppliers, methodologies and skills to both internal and external stakeholders. -Experience leading a multi disciplinary agile delivery team to deliver new products and/or iterations to existing products to meet user needs and experience expectations. -An offer of employment is conditional upon the completion of an acceptable current criminal record check. -Experience managing complex enterprise IM/IT projects with multiple interdependencies including major business transformations, strategic communications, and the oversight of system integrators. -Experience prioritizing product development and delivery plans to meet user and stakeholder needs in a cost-effective way. -You must be legally authorized to work in Canada. -Experience managing organizational change. -Experience with current agile practices, open source, cloud platforms and digital services.

The salary range for this position is $81,000 to $112,000. The final offer will be determined based on the successful candidate’s skills, experience, and internal equity considerations.
