Tasks

Support internal and client audits by providing organized documentation and statistical data presentations. Conduct hazard identification, risk assessments, and job safety analyses for critical and high-risk activities. Maintain incident logs, performance dashboards, and HSE KPIs with timely and accurate updates. We are seeking a qualified and proactive HSE Engineer to join our project team. The role is responsible for ensuring that all construction and engineering activities are executed safely and in full compliance with Alfanar’s health, safety, and environmental standards, client requirements, and local regulations. Monitor safe work practices, verify proper use of PPE, and ensure control measures are effectively applied. Prepare and present monthly HSE performance reports, trend analyses, and corrective action summaries. Prepare and present visual dashboards, reports, and safety performance summaries to communicate key results. Coordinate with subcontractors to ensure adherence to Alfanar’s HSE standards and procedures. Conduct regular site inspections to ensure compliance with HSE standards, project requirements, and statutory regulations. Ensure emergency and first-aid equipment are available, accessible, and regularly inspected. Conduct HSE inductions, toolbox talks, and safety awareness training sessions for all project personnel. Develop and implement project-specific HSE plans and procedures in compliance with company and client requirements. Develop, review, and maintain emergency response and evacuation plans for project sites. Train the Trainer (recognized body) The HSE Engineer will lead initiatives to strengthen the safety culture across project sites, drive compliance with HSE policies, and ensure the development of accurate and insightful HSE reports and training materials that support continuous improvement and a zero-incident environment. Ensure effective implementation of work permits, safety documentation, and emergency procedures. Lead investigations of incidents, accidents, and near misses, identify root causes, and recommend corrective and preventive actions. Maintain accurate HSE records, inspection reports, and compliance documentation for audits and management reviews. Promote a proactive safety culture through engagement, open communication, and recognition initiatives. Track training participation, assess effectiveness, and propose improvement actions. What You Bring

IOSH Managing Safely First Aid/CPR, Fire Safety, and Risk Assessment Minimum of 5 years of HSE experience in EPC, construction, or industrial project environments. Experience in Substation and OHTL (Overhead Transmission Line) projects is a strong advantage. Proven ability to conduct risk assessments, inspections, investigations, and safety audits. Excellent written and verbal communication skills in English. NEBOSH International General Certificate (IGC) Strong analytical, leadership, and problem-solving skills with a results-driven mindset. Proficient in developing and delivering safety training materials and awareness content to multi-level audiences. Strong understanding of HSE regulations, OSHA standards, ISO 14001, and ISO 45001 frameworks. Skilled in HSE reporting, data analysis, and presentation — including KPI tracking, dashboards, and trend analysis. Proficient in MS Office Suite (Excel, PowerPoint, Word) and familiar with HSE management systems/software.
