Tasks
This individual will also lead cost negotiations, review contractor documentation, and ensure all change order and payment requisition processes align with contractual, technical, and industry standards. This is a mid-level, hands-on role suited for a professional who thrives on precision, accountability, and proactive problem-solving in a dynamic infrastructure environment. -Analyze and reconcile contractor cost proposals, ensuring compliance with project budgets and schedules. -Develop and maintain advanced Excel spreadsheets to support cost tracking, reporting, and financial forecasting. -Ensure all cost engineering activities adhere to NYCDEP contract requirements, QA/QC protocols, and best industry practices. -Support claim analysis and cost verification for disputes or adjustments. -Prepare Authorized Cost Breakdown Spreadsheets and Negotiation Memos for approved change orders. -Review and evaluate contractor documentation, including cost proposals, time and material records, and payment requisitions. -Conduct financial impact analyses for potential change orders and claims related to delays, productivity loss, or cost overruns. -Collaborate with engineers, project managers, and stakeholders to maintain cost accuracy and integrity. -Plan and perform cost takeoffs and prepare independent cost estimates for design and field change orders.

What You Bring
We are seeking a skilled and detail-oriented Cost Estimator to support the Hillview Reservoir Project. The ideal candidate will be responsible for preparing accurate, independent cost estimates, performing detailed takeoffs, reconciling contractor costs, and conducting advanced Excel-based analyses. -Familiarity with digital estimating tools and data-driven reporting. -Experience with NYCDEP projects and associated payment requisition processes. -Certifications such as CCP, CEP, CCM, or PMP. -Strong analytical and communication skills, both written and verbal. -Demonstrated ability to lead change order reviews and negotiations. -Experience in cost reconciliation and forecasting using Excel. -Minimum 5 years of experience in construction cost estimating or cost engineering, ideally in large-scale infrastructure projects. -Background across multiple estimating disciplines: Civil, Mechanical, Electrical, Instrumentation, and Controls. -Advanced Excel proficiency, including pivot tables, formulas, and cost modeling. -Hands-on field construction experience. -Experience using Sage (Timberline), Bluebeam, and AutoCAD. -Proficiency with Microsoft Office Suite (Excel, Word, Outlook). -Proven ability to interpret design drawings, specifications, and change orders independently. -Bachelor’s degree in Engineering, Architecture, or Construction Management.
