Tasks

-Direct daily PMO operations and integrate deliverables across technical and support teams. -Oversee maintenance planning and scheduling to ensure full integration with plant and power operations. -Keep senior management informed of project status, client relations, cost/schedule performance, and risks. -Partner with Project Controls to manage cost, schedule, and change control systems aligned with Baseline Centric Execution. -Supervise and provide technical direction to ~80 Fluor and subcontractor personnel executing the facilities management SOW at a secure U.S. Government site. -Support invoicing, monitor accounts receivable, and ensure timely payments to control cash flow. -Planning and scheduling activities within power and plant operations -Manage personnel performance and provide professional development opportunities. -Build and maintain strong client relations to promote cooperation, prompt payment, and follow-on opportunities. -Shall respond to the site within 2 hours-notice for emergencies outside of normal business hours. -Support the Program Director (PD) in achieving safety, quality, cost, and productivity targets at all Fluor-managed locations. -Ensure effective coordination between design, procurement, material management, and construction to meet scope, cost, and schedule objectives. -Ensure compliance with security and computing systems management requirements. -Oversee project reporting, reviews, and close-out documentation. -Manage maintenance, modification, and outage activities in compliance with contract terms. -Report to the Enterprise Program Manager and maintain continuous client interaction. -Assist PD in defining organization structure, staffing requirements, and coordination with supporting groups. -Lead or support proposal efforts, including execution planning, scheduling, estimating, and strategy. -Ensure Health, Safety & Environmental (HSE) requirements are prioritized across all phases of work. -Support the projects by providing an environment for the development and professional advancement of project personnel, including providing on-the-job and formal training and development opportunities

What You Bring

-SAP, Costpoint, AutoCAD experience -Fluent in Spanish, or who have a certain level of proficiency -Current active security clearance that meets access requirements for the customer -Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements -At least 4 years experience supporting the Intelligence Community -Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders -Minimum of 7 years of experience managing projects of similar size and scope. This is a key contractual position and is contingent on approval by the US Government contracting officer. -Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines -TS/SCI clearance is required, must be able to obtain and maintain a CI Polygraph -Jobsite experience and understanding of construction safety program -Must be physically present on site during normal business hours. Remote work is not authorized on this contract -Process improvement experience -Must meet USG requirements and contingencies prior to deployment to the site. -Experience leading Service Contract Act (SCA) employees -Engineering experience -Job related technical knowledge necessary to complete the job -Position reports to a US based program manager and interacts with peers in multiple time zones -This position is subject to review and approval by the US Government Contracting Officer -Ability to attend to detail and work in a time-conscious and time-effective manner -Professional engineer license -U.S. Citizen -Program management experience or certification -Demonstration of successful performance as Project Manager on a minimum of two (2) small to medium sized projects or in significant positions on large to very large sized engineering, procurement, fabrication, and construction/construction management (EPFC/CM) projects
