Tasks
-Support the agency’s coordination with MTA Safety, State Safety Oversight (SSO), and Independent Safety Assessor to ensure transparency and traceability across all certification milestones. -Provide assurance that the Design Builder’s system integration and test activities properly verify safety requirements and close all open hazards prior to revenue service. -Evaluate and verify the Design Builder’s System Safety Program Plan (SSPP), Safety Case, Hazard Log, and supporting analyses to confirm completeness and compliance with EN 50126/8/9, IEEE 1474, and FTA guidance. -Review and manage all System Safety deliverables prepared by the Design Builder, ensuring alignment with contractual requirements, Authority standards, NYCT I2S and regulatory expectations. -Manage the development and execution of design control plans and safety procedures, ensuring safety is incorporated from concept through testing and commissioning. -Identify system- and subsystem-level hazards, review hazard analyses generated through CBTC design suppliers, and confirm the adequacy of each control measure to eliminate or mitigate risk. -Track and report safety certification progress, key performance indicators, and hazard resolution status, escalating issues that could affect system readiness or safety acceptance. -Perform additional responsibilities as required to support the successful certification and acceptance of the CBTC signaling system. -Participate in safety audits, design and readiness reviews, and formal certification milestones to confirm that safety evidence supports system operation authorization. -Oversee and coordinate MTA Safety Reviews, ISA audits, and internal/external safety assessments, including scheduling, documentation, and close-out of findings.

What You Bring
-Bachelor’s degree in electrical, systems, or safety engineering. -Proficiency with hazard analysis methods (PHA, SHA, SSHA, IHA, FTA, FHA, FMECA) and RAMS processes. -Effective communicator able to represent technical findings and recommendations to NYCT operations and design teams. -Deep understanding of CBTC system architecture, subsystem interfaces, and safety-critical design principles for train control system -Knowledge of verification and validation processes related to safety requirements and control measures. -Ability to participate in audits, field verifications, and certification meetings. -Familiarity with CENELEC (EN 50126/8/9) standards, CFR 49, Part 236, Subpart H for processor-based train control implementation. -Ability to identify hazards based on Train Control design presented by the Design Builder. -Substantial experience overseeing system safety for rail systems integration, including the development of design control plans, safety procedures, and assessment of design and test work performed by others. -Minimum 10+ years of experience in system safety, system assurance, or certification of complex rail or transit signaling systems. -Certification in System Safety (CSS, TSSP, or equivalent) desirable -Full understanding of vital and non-vital signal logic, relay-based control circuits, and their translation into CBTC subsystem software.
