Tasks

Under the overall guidance of the Program Controls Deputy Director, the Program Estimating Manager oversees the Program Estimating Unit as a key team member. Situated within the Project Controls Office, Program Planning and Control Branch, this role is highly interactive and requires the estimating manager to both lead and actively engage in all estimating activities. Under the general direction of the Estimating Manager, the Senior Estimator role performs as a team member who is responsible for developing cost estimates. The employee works in the Program Management & Oversight Branch under the California High- Speed Rail Authority’s Office of the Program Delivery. -Coordinate and Support: Facilitates the development of information used to develop cost estimates with all internal and external stakeholders. Supports the development of the bi-annual Programmatic Business Plan capital cost estimates, Program Baselines and Project Update Reports. Support the development of the bi-annual Programmatic Business Plan capital cost estimates, Program Baselines and Project Update Reports. -Technical Responsibilities: Works in the development of all capital cost estimates for CAHSR from planning conceptual level to final design and construction cost estimates. Develop policies and procedures for programmatic cost estimating. Manage the cost estimating group in the development of all capital cost estimates for CAHSRA from planning conceptual level to final design and construction cost estimates. Develop Estimate Development Plans and Basis of Estimate reports as required. -Stakeholder Coordination: Facilitate the development of information used to develop cost estimates with all internal and external stakeholders.

Keish Environmental is looking for a highly skilled Estimator for a hybrid position in Sacramento, CA to join our team and ensure the successful execution of critical engineering design and construction. -Professional certification as cost estimator and/or engineer. -Qualifications: For the manager level; Bachelor of Science in Civil Engineering, Construction Science/Management or Quantity Surveying and at least 20+ years of estimating experience with minimum 10 years in transit work with typical project size over $10 Billion. -Experience with analyzing, reviewing, and estimating of change orders and good negotiating skills. -Experience: Possesses knowledge of design and construction disciplines, including the means and methods used on the CAHSR Program and transit infrastructure projects. Extensive knowledge of the principles and practices of estimating. Significant demonstrable experience in report writing specifically but not limited to Estimate Development Plans and Basis if Estimates. Ability to develop and manage appropriate internal and external resources to facilitate the development of accurate cost estimates in a schedule driven program environment. -Problem Solving: A solution-oriented mindset with the ability to address compliance challenges and resolve issues promptly. -Experience in database driven estimating software (Timberline, Heavy Bid, H C S S , Onscreen Takeoff, etc.) -Manager should have 15+ years of estimating experience with minimum 10 years in transit work with typical project size over $1B. Management experience on large programs with proven track record. -Communication Skills: Demonstrates the ability to coordinate and utilize internal and external resources to develop accurate cost estimates within a schedule-driven program environment. Can communicate effectively with different disciplines to obtain scope of work and other information and manage the development of estimates. -Leadership and Coordination: Ability to work collaboratively with cross-functional teams and follow established procedures -Sr. Estimator should have a Bachelor of Science in Civil Engineering or Construction Science/Management. Ability to read blueprints and generate, quantities, work breakdown structure and scope of work. Can create an estimate plan leading to deliver a complete estimate complying with program requirements. Supervision of the junior and mid-level estimators and cost analysts.
