The Role

Overview

Manage and coordinate NOC processes for infrastructure and utility projects in the UAE.

Tasks

-Prepare and submit weekly and monthly NOC status reports, highlighting pending items and potential delays. -Track and follow up on the status of all NOC submissions, maintaining a detailed register of applications, comments, and approvals. -Ensure timely clearance and approvals are obtained for all project-related works, including microtunneling, stormwater, and road corridor activities. -Support the supervision team in verifying that site works comply with approved NOCs and permit conditions. -Support in resolving utility-related technical and coordination issues on-site. -Attend authority coordination meetings, prepare presentations and reports, and represent AECOM in stakeholder discussions. -Coordinate between design consultants, contractors, and stakeholders to resolve conflicts in design and site execution stages. -Manage and coordinate all NOC applications with authorities and utility agencies including RTA, DM, DEWA, Etisalat, DU, Civil Defense, and others as required. -Review utility layouts, diversion proposals, and as-built drawings to ensure alignment with authority standards. -Review NOC drawings, applications, and supporting documents for accuracy and completeness prior to submission. -Coordinate internally with the planning and design teams to align project schedules with NOC deliverables. -Ensure compliance with AECOM’s internal procedures for document control, correspondence, and stakeholder management. -Maintain updated knowledge of authority procedures, online portals, and GIS systems for NOC processing. -Maintain strong professional relationships with authority representatives to facilitate smooth communication and problem resolution.

What You Bring

-Strong understanding of utility network layouts, diversion designs, and coordination procedures for stormwater, sewerage, potable water, power, telecom, and irrigation networks. -Proven experience dealing with RTA, DM, DEWA, Etisalat, DU, and other UAE authorities. -Proficient in AutoCAD, GIS, and authority e-portal systems (RTA eNOC, DM eServices, DEWA Portal, Etisalat E-NOC, etc.). -Bachelor’s Degree in Civil Engineering or related discipline. -Minimum 8 years of post-graduate experience in utility coordination and NOC management for infrastructure and road projects. -Prior UAE experience (minimum 5 years) is essential, particularly within Dubai projects. -Excellent communication, follow-up, and stakeholder engagement skills.
