Tasks

-Discusse performance with staff to identify and correct deficiencies and to reinforce strengths. -Train and mentor staff and peers in the workflow and processes related to their tasks. -Explain project specific procedures and regulations to subordinates, the public, persons in other departments or divisions, or outside organizations and elected officials as required. -Provide developmental feedback to staff to assist them in successfully performing tasks. -Schedule and/or coordinate the work of subordinates and subconsultants to ensure timely submission of required information. -Monitor traffic control devices to ensure appropriate placement and report roadway congestion to the appropriate authority. -Organize and prioritize personal workload and/or the workloads of assigned subordinates using calendars, lists, and other facilitators to ensure timely and accurate completion of work. -Track certification status of subordinate staff to assure they maintain all required levels of certifications to perform CEI inspections in work zone flagging, work zone safety, EPSC Level 1 & 2, ACI or TDOT Concrete Field Technician, Roadway Asphalt Inspector, Soils & Aggregate. -Identify roadway issues and/or potential hazards to report to the appropriate personnel so that necessary actions can be taken. -Monitor work environment to identify environmental concerns, safety hazards, and maintenance issues to ensure compliance. -Mentors staff in new skills and tasks including, but not limited to, testing procedures, equipment operation, inspection procedures/duties, and other tasks as assigned. -Lead staff to perform activities according to company, state, and federal laws, rules, regulations, guidelines, processes, and procedures. -Complete daily work report (DWR) to document daily activities on the project for historical tracking, audit purposes, and documentation of installed work items measured for contractor payments, according to departmental guidelines. -Evaluate documents including, but not limited to, estimated quantities, material certifications, test results, labor, equipment, environmental reports, submitted by subordinates or other business partners to check for accuracy and to determine compliance with departmental, state, and federal laws, rules, regulations, guidelines, processes, and procedures. -Communicate in verbal and written form with subordinates, upper management, and other internal business partners to ensure accurate and timely receipt of instructions and work assignments. -Conduct and/or attend meetings with subordinates and other internal business partners to gather project information and status updates to distribute information at scheduled progress meetings. -Make accurate measurements of quantities, distance, and other factors related to roadway and structural pay items, to accurately document work performed on daily work reports. -Conduct complex inspections of sites and materials to determine that a work item is being installed as specified and in accordance with the required specifications and procedures. -Review daily work reports, documents, and reports of subordinates for completeness and accuracy, and if necessary, provide solutions for changes or improvements. -Provide constructive feedback to subordinates related to job performance, work outcomes, and/or work issues. -Ensure pay quantities for monthly progress payments are documented properly on daily work reports and approved for payment to prime contractor on schedule. -Makes decisions involving encroachments, vegetation removal, and environmental features pertaining to Right-of-Way (ROW). -Schedule, coordinate and/or lead meetings with internal and external customers to ensure information is communicated. -Answer technical questions for subordinates, peers, consultants, or contractors to clarify project information, engineering solutions, departmental, state, and federal laws, rules, regulations, guidelines, processes, and procedures. -Logs personal and staff's time worked, projects worked, and leave taken. -Utilizes various testing equipment, when required, such as nuclear gauge and concrete air meter, to conduct materials testing on site to ensure materials meet specifications.

What You Bring

-At a minimum, maintain required levels of CEI certification in Work Zone Traffic Control/Flagging, TDEC Level 1, ACI or TDOT Concrete Field Technician, TDOT HMA Certified Roadway Inspector, TDOT Soils & Aggregate Certification, and Local Government Guidelines for the Management of Federal and State Funded Transportation Projects. -The ability to read construction plans, contracts, standard drawings, specifications, and special provisions, to identify quantities, locations, material certification requirements, specifications, and special details, to provide technical guidance and identify errors, omissions, and potential conflicts on the project. -Proficient in the use of Site Manager, TDOT DWR App, LIMS, and other office productivity software including, but not limited to, MS Word, MS Excel, MS Power Point, MS Outlook, and MS TEAMS. -The ability to interpret a variety of engineering and environmental rules, regulations, policies, procedures, and documentation for internal and external business partners to facilitate understanding, enhance communications, and ensure compliance. -Certifications in Work Zone Traffic Control/Flagging, TDEC Level 1, ACI or TDOT Concrete Field Technician, TDOT HMA Certified Roadway Inspector, TDOT Soils & Aggregate Certification, and Local Government Guidelines for the Management of Federal and State Funded Transportation Projects. -A minimum of ten (10) years of experience of progressive responsibility on large construction projects such as heavy highway construction, bridge/structures construction, and paving, and the ability to provide variable solutions to civil engineering problems involving work site conditions, materials, and techniques that may deviate from plans to meet specifications and guidelines. -Communicate politely and courteously with co-workers, supervisors, and other business partners to ensure a positive and productive work environment.
