The Role

Overview

Lead development of PBSA schemes from site assessment through planning to pre‑construction

Tasks

-Manage third-party legal agreements, including land agreements, development agreements, and planning obligations. -Actively network within the sector, attending industry events and building a reputation as a subject matter expert. -Support development appraisals and feasibility studies for potential sites and research demand/supply dynamics in target locations. -Lead and coordinate project teams (internal and external) to deliver PBSA schemes from site acquisition through planning and pre-construction to contractor appointment. -Appoint and manage consultants for planning applications, design development, cost planning, and specialist advice. -Monitor costs against budget, approve invoices, and maintain financial control. -Work closely with QS teams to review and validate construction budgets and cost plans. -Provide clear client-facing communication and upward reporting to senior stakeholders. -Contribute to bids and commercial deliverables for public and private sector opportunities. -Review design options and undertake cost-benefit analysis to support decision-making. -Drive pre-construction activities, including feasibility studies, planning, and design up to RIBA Stage 3/4, concluding at financial close. -Negotiate and agree construction costs with contractors and manage commercial aspects of the project. -Develop and mentor high-performing teams, promoting continuous improvement and talent development. -Engage with planning authorities and regulatory bodies, staying informed on policy changes in target cities.

What You Bring

-Excellent project leadership, communication, and influencing skills, with the ability to engage senior stakeholders and non-technical audiences. -Collaborative and customer-focused, with strong problem-solving skills and a commitment to continuous improvement. -Proven ability to build client relationships and network within the property, infrastructure, lender, and investor markets. -Positive and flexible mindset, capable of balancing independent decision-making with team consultation. -Proactive, self-motivated, and adaptable, able to work under pressure and manage changing priorities effectively. -Commercially astute with a strong interest in financial and commercial structuring; willingness to develop skills in financial appraisals. -Strong background in PBSA, property development, PRS, construction contracts, procurement, or real estate/project finance.
