Tasks
-Support claims development and dispute resolution processes, including documentation, narrative preparation, and coordination with legal/commercial advisors. -Coordinate with project controls, scheduling, engineering, and field teams to gather data for cost, schedule, and scope impact assessments. -Provide regular reports and dashboards on the status of all changes and associated risks. -Collaborate with the Commercial Manager and Project Manager on strategic negotiations and contract amendments. -Review and interpret contract documents to determine entitlement and compliance for changes and claims. -Support internal audits and external reviews by ensuring full traceability and compliance of all change order documentation. -Interface directly with clients, subcontractors, and consultants to discuss, negotiate, and resolve change-related issues. -Draft and submit comprehensive change order packages with full backup, including time impact analyses, pricing breakdowns, and justifications. -Manage the full lifecycle of change orders, from identification to submission, negotiation, and resolution. -Work will be primarily office-based, with regular interaction across project and commercial team. -Monitor and log all changes, directives, and correspondence related to potential and approved change orders. -Provide leadership and technical guidance to commercial and project controls staff involved in change order and claims processes. -Maintain accurate records of all change events and ensure alignment with project reporting systems and financial forecasts.

What You Bring
-Knowledge of labor obligations and collective bargaining agreements as they relate to contract changes. -10+ years of experience in heavy civil construction, with at least 5 years in a dedicated change order, contract administration, or commercial management role. -Requires the ability to sit, type, and review detailed documents for prolonged periods with accuracy. -Experience preparing and negotiating change orders with public agencies (MTA, DOT, DEP, etc.) strongly preferred. -Extended periods of computer-based work are required for reporting, analysis, and document preparation. -Extended periods of computer-based work required for documentation, analysis, and reporting. -Flexibility to accommodate varying work hours and critical project deadlines. -Skilled in reading and interpreting construction drawings, specs, and contract documents. -Strong communication and negotiation skills with the ability to influence both internal and external stakeholders. -Ability to assess contractual entitlement and formulate negotiation strategies. -Proficiency in construction management and reporting tools (e.g., Primavera P6, Excel, Procore, e-Builder). -Strong understanding of contract structures, change order procedures, and construction law principles (e.g., entitlement, delay, disruption). -Detail-oriented with excellent organizational and documentation abilities. -Advanced technical skills in Microsoft Office (Word, Excel, PowerPoint); experience with contract or claims management software is a plus. -Ability to manage multiple priorities in a deadline-driven environment with minimal supervision. -Strong understanding of public procurement policies, proposal processes, and contractual risk management. -Bachelor’s degree in Civil Engineering, Construction Management, Law, or related discipline; MBA or JD preferred. -Flexibility to work extended hours as needed to meet commercial and compliance deadlines. -Proficient in cost estimating and schedule impact analysis for complex construction changes. -Experience supporting subcontractor change management and commercial negotiations.
