Manage daily base support operations, contracts, staff and compliance at Naval Air Station Patuxent River.

Tasks

-Function as the Energy Manager to ensure that work accomplished under the contract is performed with a minimal impact on energy use and conforms to base and command guidelines -Manage all contract actions to include -Coordinate and supervise the training of employees in both routine tasks and highly skilled technical tasks that are required to execute the work assigned -Ensure employees gain and maintain technical certifications as required by the base, local, state, and federal policies and regulations -Responsible for budget development and submission, including work done by vendors and subcontractors -Oversee the daily operations of all base support areas of responsibilities -Develop, implement and monitor operational goals and objectives as well as policies and procedures -Policy development and enforcement ensuring that all internal rules, policies, and company requirements are written to be in accordance with base, local, state, and federal rules, policies, and regulations -Establish schedules for efficient facility maintenance while maintaining effective cost control -timely and accurate payment of wages to employees -Manage vehicle registration/repairs/fuel usage/insurance and mileage tracking for both government and company vehicles -Manage, provide oversight, and be responsible for all assigned government property -Manage licensing and certification of employees on all equipment and vehicles -Subcontracts with vendors/suppliers -Ensure balance between the best interest of the company and the needs of the employees -Plan, prioritize, assign, supervise, and review the work of staff -Manage, review, and update the Program Management Plan -timely submission of all contract data requirement deliverables and corporate reporting deliverables -Monitor expenditures and prepare cost estimates and justification -Attend and participate in professional group meetings -Manage contract profit, loss, cash flow, and capital investments -Integrate Quality Control and Safety/Environmental inspections and corrective actions into day-to-day operating procedures -Responsible for supervising Personnel Management/Human Resources employees regarding recruiting, hiring, terminations, disciplinary actions, benefits oversight, and security actions, and compliance with government policies such as the Affordable Care Act, State, and Federal Unemployment Regulations -Identify resource needs -Establish and enforce procedures and techniques that ensure tasks are accomplished to a high standard and safely -Work with the Quality Control Manager and Safety/Environmental Manager to establish quality control and safety inspection programs for all operations, facilities, and equipment -incorporate findings and new developments as appropriate into programs -Ensure compliance with Base, Local, State, and Federal (including OSHA) safety regulations, including work done (actions taken) by our own company employees, and work done by vendors or subcontractors -Establish and manage work control processes -maintain awareness of new trends and developments in the field of facility maintenance -Conduct Collective Bargaining Agreement (CBA) negotiations, management, and associated reporting

What You Bring

-10 years experience in various BOSS jobs ultimately resulting in being assigned as a PM, or Deputy PM or Operations Level Supervisor on a large BOSS contract on a Military Base (or other government campus equivalent). -IDIQ development, submission, pricing, and negotiations -accurate invoicing and tracking of monetary transactions -Bachelor's Degree or equivalent experience -Valid driver’s license -U.S. citizenship to obtain and maintain access to military installations -Minimum of 5 years of recent experience as a PM (or equivalent) on a large Base Operations Services Support (BOSS) contract on a military base (or other government campus equivalent) or -Pass a pre-employment drug screening and background check -Proficient in the use of Microsoft Outlook, Microsoft Word, Microsoft PowerPoint, and Microsoft Excel
