Analyze and independently resolve or coordinate resolution of technical and administrative problems involving subcontracts.
Review subcontracts to ensure satisfactory progress and compliance with terms and conditions of the subcontract, and to identify problems that threaten contractor performance; collect end-user feedback and identify areas requiring improvements or corrective action; recommend actions when subcontractor is not in compliance with subcontract clauses and provisions, or issue corrective action plan as required
Participate in bid and proposal activities to include but not limited to data calls, and cost proposals and pricing activities, including price negotiation, in conjunction with multiple departments
Conduct and supervise complex price analysis and negotiations of subcontract agreements, including terms & conditions and pricing
Negotiate price, contract specifications, delivery dates, incentives and other terms and conditions.
Manages modifications and change orders in support of customer demands and all other aspects of day-to-day subcontract administration
Monitor subcontractor progress against construction schedules, flagging delays and coordinating recovery plans
Monitor subcontractor performance and manage risk mitigation strategies
Facilitate pre-construction meetings and subcontractor onboarding to align expectations and site protocols
Oversee administration of subcontracts on overseas federal construction projects, ensuring full compliance with FAR, DFARS, and host-nation regulations while leading cross-functional teams through all phases of subcontract lifecycle
Collaborate with cross-functional teams including program management, legal, finance, and compliance to support procurement success
Ensure compliance with CPSR requirements and government regulations (FAR, DFARS, ITAR)
Review subcontract activities at pre-solicitation and award phase for risk and compliance assessment.
Protect the company’s interest and ensure compliance with company policies, legal and regulatory requirements.
Lead and manage a team of Subcontracts Administrators, providing guidance, mentorship, and performance oversight
Develop and implement subcontracting strategies aligned with program and organizational goals
Implement FAR, DFAR requirements as related to procurement.
Drive continuous improvement in subcontracting processes and systems
Oversee the full lifecycle of subcontract administration including supplier qualification, RFP/RFQ issuance, proposal evaluation, and subcontract execution

Must be organized, detail oriented and demonstrate strong time management skills and be able to coordinate and prioritize multiple projects with limited supervision in a fast-paced environment.
Proficiency in reading and interpreting blueprints, technical drawings, and construction specifications.
Must be able to develop and maintain professional relationships with peers, vendors and customers, and contribute to a professional work environment by demonstrating integrity, teamwork and a positive attitude.
Proficient in Microsoft Office Suite (Excel, Word, PowerPoint, Project)
Must have excellent written and verbal communication skills and be able to adapt to changing work efforts and manage shifting priorities.
Experience with Deltek Costpoint is a plus.
Regular interaction with finance, accounting, business development and senior management.
B.S. / B.A. Majors: Business Administration, Business Management, Contract Administration, Supply Chain Management or Business Law or a related field with a minimum of 10 years of experience in subcontracts administration working for a federal contractor or equivalent work experience.
Must have good understanding of FAR regulations and how they relate to subcontract management as well as experience managing various types of subcontracts including IDIQ, CPAF, CPFF, T&M, and FFP.
Highly organized with a strategic and systematic approach to task and team management
Strong Negotiator with proven success in subcontract discussions
