The Role

Overview

Tasks

-May supervise or mentor junior estimating or capture support staff, as assigned. -Estimating / Proposal Development -Coordinates with Chief Financial Officer (CFO) for cost review and budgetary compliance. -Perform quantity take-offs, cost modeling (labor, material, equipment, subcontractor), risk and contingency analysis, and ensure accurate cost estimates in alignment with company methodology. -Prepare detailed cost proposals, basis of estimate documentation, margin analyses, and value engineering recommendations. -Collaborate with finance, contracts, program management, and procurement to ensure assumptions are sound, inputs are validated, and estimates can be operationally executed. -Track actual project performance (cost vs. estimate) where applicable, contribute to post-bid reviews, lessons learned, and continuous improvement of estimating processes and databases. -Review solicitation documents, statements of work (SOWs), drawings, specifications, cost volumes, and other bid materials to develop a detailed understanding of scope and requirements.

What You Bring

-Strong network within the government contracting ecosystem (primes, subs, agencies). -Must demonstrate strategic thinking and business acumen—able to balance win theme development with cost competitiveness and risk mitigation. -Primarily office-based with periods of extended hours during proposal submission phases. -Excellent communication and interpersonal skills—able to articulate cost drivers, assumptions, and value propositions to both internal stakeholders and external partners. -Strong understanding of federal government procurement processes, FAR/DFARS, government contractor teaming relationships, and the unique competitive environment in government contracting. -Proven ability to perform cost estimating—including quantity take-offs, cost build-up, subcontractor sourcing, risk assessment, and proposal cost volumes. -Demonstrated track record of wins (past contract awards) or cost-safe estimates. -Team-oriented mindset with ability to lead cross-functional bid teams. -Familiarity with estimating software and tools is a plus. -Ability to travel for capture meetings, partner visits, or bid kickoff sessions, as required. -Minimum of 5 years of experience in government contracting business development/capture or cost estimating for government contracts (ideally both). -Bachelor’s degree in engineering, finance, business, construction management or related field (or equivalent experience). -Excellent analytical, financial modeling, and quantitative skills; advanced Excel skills preferred. -High attention to detail, strong time management, and ability to manage multiple high-stakes bids under time pressure. -May require occasional travel to government or prime integrator sites, partner meetings, subcontractor sourcing, or capture workshops.
