Tasks

-Prepare development bond estimates, determine inspection fees, schedule inspection staff, monitor status of bonds, review bond reductions / releases, and perform administrative duties related to land development projects. -Responsible for the coordination and management of multiple tasks and projects simultaneously. -Performs office and field engineering work involved in the planning, scoping, designing, permitting, and rehabilitating or constructing roads, intersections, streetscapes, site/civil improvements, water supply systems, sanitary sewer collection and conveyance, stormwater management, parks and recreation facilities, public buildings, and grounds improvements. -Review and compile information from technical engineering manuals and reports to develop solutions. -Review developer applications from land use boards, site plans, subdivision plans, stormwater calculations, and grading plans for compliance with Municipal codes and standards, county, state, and federal regulations (as applicable), and conducts business in accordance with best engineering practice. -Oversee preparation and maintenance of municipal maps, record drawings, and other official records. -Prepare conceptual, preliminary, and detailed design drawings on routine projects from surveys, specific instructions, notes, sketches, and other reference material. -Assist with preparation of resolutions, ordinances, ordinance amendments, assessments, memoranda, reports, presentations, and public correspondence.

What You Bring

-Certified Municipal Engineer (CME) certification through the NJ Municipal Engineering Institute. -Bachelor of Science Degree in Civil or Environmental Engineering, or a related field, from an ABET accredited four-year college or university. -Strong communication and interpersonal skills. -Detailed knowledge of Municipal Land Use Law, Local Public Contracts Law, NJDEP regulations, NJDOT standards, AASHTO, and MUTCD. -Ability to work effectively in a team and adapt to a dynamic work environment. -Thorough knowledge of the principals, practices, modern methods, techniques of civil engineering related to preparing plans, specifications, designs for and inspection of public improvement construction projects. -Membership and active participation in professional societies and associations in the Municipal, water, wastewater, bridges/highways, or stormwater fields. -Licensed Professional Engineer (NJ, NY and/or PA) or ability to acquire PE through reciprocity. -A passion for contributing to environmentally sustainable solutions and familiar with the seventeen (17) world Sustainable Development Goals. -Master of Science Degree in Civil or Environmental, or a related field, from an ABET accredited college of university. -Experience with client and stakeholder engagement, and providing customer service in a professional, technical, and timely manner. -Organizational skills related to office records, field documents, and correspondence. -Excellent problem-solving skills and a willingness to learn. -Familiar with New Jersey Administrative Codes, Local Public Contracts Law, and Municipal Land Use codes and regulations. -Computer skills, specifically proficient use of Microsoft Windows, Office 365, and ability to learn new software. -Ability to prepare clear, technically sound, and informative reports, statements, findings, and recommendations. -Familiar with Planning and Zoning regulations, requirements and protocols and procedures -Able to perform calculations, prepare graphs, tables, and curves, and prepare letters, memoranda, and reports. -Familiar with NJDEP (and other state regulatory agencies as applicable) rules and regulations inclusive of Tier A MS4 stormwater permits and annual compliance requirements. -Ability to establish and maintain effective working relationships with public officials, clients, employees, regulatory agencies, consultants and partners, utility companies and the public. -Familiar with pavement and other infrastructure evaluations and preparation of management reports, cost estimates and schedules. -Fundamental knowledge of ESRI GIS systems and proficiency in AutoCAD Civil 3D design and drafting plans. -Comprehension of hydraulic analysis and design pertaining to water, sanitary sewers and storm sewer systems and hydraulic modeling experience a plus. -Five (5) plus years of related Civil Engineering work experience serving municipal, county or state governments, and other public agencies. -Ability to evaluate and review challenging engineering matters in office or field and to develop appropriate solutions and remedies using innovative ideas and creative thinking.
