Leads preconstruction activities for large water/wastewater projects.

Tasks
-Participates in proposal interviews, and presentations -Presents information to the client as needed -Leads the Preconstruction phase effort and coordinates with the Project Director and Lead Estimator -Leads the pricing strategy effort, along with the proposal leader, and ensures the proposal team is clear on strategy and expectations -Participates in design review meetings. Leads and directs the design team during Pre-Construction. Monitors scope, cost, constructability, etc. during design development. Review design options and recommend the best solution based on cost, engineering quality, or availability of materials -Assists with the development of the construction schedule -Build and maintain subcontractor and vendor relationships -Reviews proposal milestone dates with the pricing team and tracks individual progress. Responsible for timeliness of estimate completion and communication to proposal leader -Leads and coordinates the Preconstruction Team -Responsible for pricing clarifications -Leads estimate, constructability, and value engineering reviews -Develop bid packages, manage subcontractor/vendor participation, bid level, and evaluate market pricing -Trains Preconstruction personnel -Participates in developing responses to Requests for Proposals (RFP) or Requests for Qualifications (RFQ) submissions -Supports other department personnel as required -Manages cost tracking during Preconstruction -Maintains historical pricing information

What You Bring
-Bachelor of Science Degree in accredited construction-related curriculum, such as Civil Engineering, Construction Management, or equivalent -Demonstrated success in managing preconstruction pursuits -Ability to develop and/or manage the development of detailed estimates from conceptual to final design -Knowledge of industry-standard bid practice, with design-build & CMAR delivery methods -Demonstrated success in managing support staff -Strong organizational and leadership skills -Ability to train others and monitor their work for quality and completeness -7 years of estimating experience with a preferred concentration in water/wastewater construction -Demonstrated success in managing construction projects/phases -Water & Wastewater Construction experience -Experience in estimating, scheduling, budget/cost control, field supervision, financial reporting, client relationship, computer skills, interpersonal skills -Excellent written and verbal communication skills
