Collaborate on cost proposals by providing bottom-up estimates, execution strategies, and risk-informed pricing inputs.
Lead or contribute to the technical writing of proposals, statements of work, execution plans, staffing narratives, and management plans.
Develop and manage project schedules, risk registers, budgets, forecasts, and performance reports. Escalate variances and lead recovery planning as needed.
Serve as the day-to-day lead for assigned projects, coordinating with cross-functional teams and subcontractors to ensure compliance with contractual, technical, safety, and quality standards.
Represent operational delivery perspective in bid/no-bid decisions, kickoff meetings, and lessons learned sessions.
Lead the full lifecycle execution of federal infrastructure and energy projects, ensuring performance against scope, schedule, and financial targets.
Provide subject matter expertise in areas such as [insert SME focus: energy efficiency, HVAC/UMCS, SCADA, microgrids, or federal construction] throughout design, implementation, and commissioning.
Drive subcontractor and vendor execution in coordination with supply chain, field operations, and quality control teams.
Participate in color team reviews (Pink, Red, Gold) as a technical evaluator or proposal section lead; provide feedback to strengthen bid competitiveness and compliance.
Maintain rigorous standards in CPAR-relevant areas, including quality, safety, and customer satisfaction.
Partner with business development and capture teams to support pre-award efforts, including technical solutioning, price estimating, and proposal development.

Minimum of 12 years of experience delivering complex federal construction, infrastructure, or energy projects.
Familiarity with federal acquisition processes, CPARS evaluations, UFGS/UFC requirements, and relevant codes and standards.
Strong proficiency with Microsoft Project, Excel, and project financial systems.
Experience supporting or leading federal proposal development, including technical writing and estimating.
Demonstrated subject matter expertise in one or more of the following: smart infrastructure systems, building automation, energy performance contracting, UMCS, or critical facilities construction.
Willingness and able to travel up to 25% annually
PMP certification preferred.
Must be a U.S. Citizen with an active Secret clearance and the ability to maintain it.
Proven experience in leading project teams in a matrixed environment with accountability for cost, schedule, and risk.
