Tasks

-Determines program objectives and requirements. -Prepares proposals to provide professional services to obtain funding for engineering projects. -Produce project deliverables including technical memoranda, design plans and specifications, and technical reports. -Interprets, organizes, executes, and coordinates assignments. -Conducts strategic planning for the Water Resources Group. -Partner with other Matrix practice leaders to assist on multi-disciplinary project pursuits. -Supervise, manage, direct, and provide oversight of tasks and responsibilities for engineering staff, designers, and/or other technical support. -Keeps informed of new developments and requirements affecting the design approval process for the purpose of making changes in programs or applications. -Reviews and approves scopes, budget, and schedules for assignments. -Conduct regular meetings to ensure that project needs are balanced with staff availability. -Build upon our existing water resources client base through routine contact and networking. -Serves as the technical specialist in the application of advanced concepts, principles, and methods in an assigned area. -Analyzes and interprets business management and technical data. -Maintain effective communications with clients and project teams. -Leads the organization in a broad area of specialization(i.e. water/wasterwater, watershed planning, urban drainage, water supply planning, etc.). -Ensure that the staff resources are deployed in a productive and profitable manner. -Develops Water Resources standards and guidelines. -Represents the organization in communications pertaining to broad aspects of engineering assignments. -Routinely interacts with organizational leaders, clients, customers, officials, contractors, and others. -Initiates and maintains contacts with key engineers, officials, or other organizations and companies. -Mentor and train engineering staff as needed. -Complete Quality Assurance/Quality Control and develops improved or new processes.

What You Bring

-Strong industry relationships (including private, public, and non-profit) across geographies. -Valid driver's license, in conjunction with successfully passing the Company’s MVR. -Must be able to work effectively as a department leader in a group environment and maintain positive relationships with department members and clients. -Certified Floodplain Manager (CFM) desired. -Minimum of fifteen (15) years of progressive comprehensive water resources engineering experience. -Ability, and willingness to travel to project sites and other facility offices. -Self-directed leader with pristine project management, project delivery, and leadership skills. -Graduate degree in a related field a plus. -Proficiency in Microsoft Suite, hydraulics/hydrology, and other technical sub-specialty softwares. -Expert in supervising staff, bid projects, and develop project execution plans and technical deliverables. -Exceptional client and personnel skills and the ability to persuasively communicate at all levels. -Colorado Professional Engineering (PE) licensure or ability to obtain CO PE within 6 months. -Undergraduate or graduate degree from an accredited program in civil or environmental engineering with an emphasis in Water Resources, Hydrology, Geomorphology, Hydraulic engineering, or relevant field. -Organized and detail oriented with excellent interpersonal skills. -Subject matter expert in a subset of Water Resources (i.e. water/wastewater treatment, natural channel design, urban drainage planning and design, watershed planning, water rights, stream restoration, geomorphology etc.) -Significant experience and understanding of local, regional, state, and federal policies, programs, and procedures. -Subject matter expert in the FEMA floodplain and hazard mitigation process desired. -Technical expert with outstanding team building, writing, proposal development, cost estimating, and program execution skills. -Exceptional verbal and written communication. -Knowledge of the public water, wastewater, and stormwater system design, planning, and regulatory process. -Demonstrated success in preparing and securing new projects via the competitive proposal process. -Strong industry relationships and an understanding of municipal, state, and federal criteria.
