Tasks

Executes the construction works at site within the allocated budget and schedule parameters whilst maintaining client satisfaction as well as international standards of safety and quality. -Study in detail Subcontract Agreement and be aware of all Ts & Cs and project specifications. Support Contracts department in the negotiation terms of agreements. -Complete & Review Go/No Go checklist prior to subcontractor mobilization on site and prior to start of critical activities. -Generates KPI’s for each of his subordinates that reflect his own and the projects, Performs regular performance reviews and assessments of all subordinates (discipline superintendents / supervisors). Develops staff so that every supervisory position has a deputy able to stand in for absences and rotation leaves. -Involvement in surveillance programme (Quality Observation Card QOC, Daily Surveillance Report DSR, Quality Walkthrough Finding QWF) -Participates in project model reviews and constructability reviews. -Coordinates with Completions supervision to handover completed work in agreed sequence -Verify the Subcontractor’s execution plan at an early stage and approve only if it aligns with Petrofac deliverables (documents and materials). Challenge Subcontractor for a more efficient execution plan inline within schedule, safety and quality requirements. -Reviews the Site Technical Queries raised by subcontractors and assigns responsible person and action owners; approves the response. -Provide construction inputs to proposals (if assigned by Head of Department). -Present and share the benefits of implementing Project Production Control (daily progress monitoring) during the execution of the project to Petrofac site team as well as to the subcontractor. -Review the requirements for the maintenance of temporary facilities -Train subordinates to get more knowledge in different disciplines and promote multidiscipline culture. -Manage the construction team creating an atmosphere of cooperation and team spirit. -Ensure site team attends subcontract/cost awareness sessions and understand the Responsibility matrices, BOQ & preambles of subcontract. -Encourage subordinates to utilize Construction Observation Forms & provide construction feedback to Head Office (incl. lessons learned, best practices, constructability issues). -Ensure that appropriate licenses, permissions prior to start of site preparation, set up infrastructure facilities and mobilization of manpower at Site. -Responsible to manage Subcontractor’s within allocated budget. -Maintains openness at site between all parties and maintains good working relations with subcontractors and client throughout the project. -Conducts Kickoff meeting with subcontractor & approve all subcontractor documentation. -Liaise with Subcontracts Manager for any variation request from Subcontractor. Challenge the subcontractor for Site Instruction and support Subcontracts team to assess cost impact. -Develops a clear organization chart for the construction personnel on site (area wise) and prepare a staffing with a histogram for all construction supervisors and trades personnel. -Support in preparation of technical and financial elements for construction activities during the bid proposal phase as requested by the Head of Department. -Approves and monitors all vendor mobilizations after agreeing call-out terms, start date, scope of work and anticipated duration. Any and all requested mobilizations that are not fully covered by the initial project budget are to be referred to the Project Director for approval, with explanation of cost/schedule over-run. -Implements the requirements of the Construction Execution Plan, mobilization, temporary facilities, site staffing, modularization (if applicable), heavy lift sequencing, fabrication scope, laydown requirements, equipment and fabricated items delivery sequencing, equipment and tool requirements, demobilization, etc. -Generates regular progress reports for review by project management -Authorize local purchase and approve local subcontractors with consent of the Project Director. -Establish a good and transparent relationship with Client’s site representative. -Review the Project & Construction scope, Construction BOQs, Project execution plan and assess the schedule and finalize the construction deliverables such as Construction Execution Plan, Subcontracting Strategy, Construction Management Team Organization, Construction Manpower Mobilization / Demobilization plan, Site set-up checklist etc. -Oversee that the construction areas are constructed in a safe manner and to the required quality standards within agreed budget, schedule, and construction sequence. -Contributes to 90 days & 3-weeks look-ahead plans, implements work in agreed sequence -Look after career development of his subordinates and provide necessary feedback at regular intervals. -Attend Construction forums when requested by the Head of Department. -Identify site related risks, their probability and consequences through a structured approach. -Works to a 6 month look ahead schedule and supports the construction contractors by removing impediments to progress, assist in the development of their construction schedule, agrees a construction sequence (path of construction), and confirms that the contractors have the materials, engineering deliverables, tools, and resources required for successful execution and complete delivery within the required time frame.

What You Bring

-15+ Experience in the oil & gas industry -Competent in conflict and crisis management -Has knowledge and experience to independently perform, solve complex issues and provide guidance. -Prior experience working with a diverse international workforce -Excellent leadership and communications skills -15+ experience in direct hire construction with an international E&C company -Experience in managing of Cost Reimbursable / Unit rate structured contracts. -The postholder is expected to adhere to the Golden Rules of Safety (transitioning to ‘The 9 Lifesaving Rules in 2020) and the Petrofac Values. -In a small scale project, capable to act as Project Director during construction phase and liaise with Project Director for commercial issues. -High level of commercial & cost awareness. -Relevant degree or diploma from an accredited college or university -Strong advocate for quality construction installations and ensuring that we construct the right way, the first time, in adherence to project and corporate quality assurance policies and procedures. Supports the implementation of QinC initiative “Right First Time”. -Familiar with project and subcontractor contracts, and records all changes in accordance with Management of Change procedure -Experience working in the Commonwealth of Independent States (CIS/FSU), Middle East, and/or North Africa
