Tasks

-Exercise “What if” analysis to assess the time impact of each change, variation, and potential event at an early stage and provide alternative courses of action & advice before issuing instructions to contractors. -Evaluate claims including Extension of Time (EoT) and Disruption claims using recognized delay analysis techniques such as Time Impact Analysis and Window Analysis, with the ability to assess concurrent delays. -Arrange project controls workshops/meetings to discuss and assist contractors/consultants to close their project control issues. -Preparation of Trackers / Logs to monitor critical issues during the Design and Construction stages of the Project. -Validation of compatibility of project resources for timely completion of the project. -Actively participate in project meetings (e.g., kickoff, technical, coordination, progress reviews) and prepare concise, actionable minutes of meeting (MoM). -Evaluate & verify the planning and scheduling information from the updated / progress schedules. Identify the potential areas of delay/slippage, highlight the critical events & suggest mitigation measures / corrective actions / robust recovery plan. -Review and convey PMC’s and Engineer’s consent to the Contractors’ Baseline schedule of works in line with Contract conditions, and using Parsons Recommended Practices. -Agree on the progress measurement system (PMS) and key indicators with the consultants/contractors during the project for monitoring purposes. -Develop, implement, and maintain project controls processes, procedures, systems, plans and tools and monitor compliance. -Coordination with the Client to finalize the contractor’s programs, reports, and claims. -Provide guidance, direction, and specialized assistance to planning & risk staff, interface with clients, and attend regular meetings. -Provide strategic leadership and oversight for project controls functions including planning, scheduling, cost management, progress tracking, risk mitigation, change control, and performance reporting across infrastructure programs. -Prepare regular progress reports / monthly reports with program analysis and recommendations, addressing program issues to ensure timely project completion, and preparing presentations regarding the work's progress concerning interim and major milestones. -Develop a Master Schedule integrating multiple packages considering their interdependencies to identify and reflect the impact of one schedule/project on others. -Lead structured risk workshops with both client and contractor teams to identify and manage project risks and opportunities. -Maintain organized contemporary records to support claims analysis and contract administration processes. -Discuss, coordinate, and resolve the planning and scheduling problems with the PMC, the Contractor and the Employer. -Issue formal delay notices and performance alerts when contractor progress is deficient or non-compliant with schedule obligations -Champion the adoption of automation and digitalization within the project controls function to improve reporting accuracy and reduce manual workloads.

What You Bring

-Minimum 15+ years of experience in Infrastructure projects. -Strong foreseeability to identify the potential risks/conflicts, and document them in the Project Risk Register. -Be able to manage a team of one or more planning engineers, providing them with technical and leadership skills. -Proficiency in Primavera P6, Primavera Risk Analysis, and Power BI. -Ability to communicate clearly conduct presentations to management and interface effectively with a diverse group of professionals. Provide reasoned & analytic response to the contractor notices and detailed particulars using programming data, sound construction practices, and contractual provisions. -Thorough knowledge of industry best practices and regulations. -Good written and oral communication skills -Bachelor's degree in civil engineering or construction management from a recognized institution.
