Tasks
-Validate scope assumptions and ensure estimates align with organizational cost control and risk management standards -Manage workload distribution, task prioritization, and scheduling within the estimating team to ensure efficiency and balanced work allocation -Support training and mentoring of estimators to build internal expertise and succession readiness -Provide leadership in risk identification and mitigation through proactive estimating practices -Drive continuous improvement by incorporating lessons learned into methodologies -Provide input to leadership on cost trends, market volatility, and forecasting strategies -Coordinate project scope with engineering and construction teams to establish standardized baseline needs for the estimating process -Lead the development, implementation, and continuous improvement of estimating databases, processes, and procedures -Serve as the central liaison with Project Managers, Substation/T-Line Engineering, Construction, and external stakeholders -Lead the transition to advanced estimating tools and data management platforms -Guide change management processes when adjustments are required due to evolving project scopes -Review and approve estimates prior to submission to management and external customers -Oversee and manage the estimating team, ensuring quality, accuracy, and timeliness of all estimates -Benchmark internal estimating practices against industry standards and competitors -Collaborate with the project controls team to develop work breakdown structures (WBS) and cost breakdown structures (CBS) for the estimating database -Establish, maintain, and enforce estimating policies, standards, and governance frameworks

What You Bring
-Proven track record preparing and overseeing detailed estimates for utility, substation, transmission, or EPC infrastructure projects -Project Management Professional (PMP) certification -Experience presenting estimates to senior leadership and external stakeholders, with ability to defend assumptions and methodologies -Professional Engineer (PE) license (for engineering-background candidates) -Master’s degree in Engineering Management, Construction, or Business (MBA) preferred -Experience utilizing cost estimating software -Familiarity with market trends, escalation factors, and risk analysis for labor, materials, and subcontracted services -Exceptional analytical skills, problem-solving abilities, and a high level of attention to detail -Hands-on experience with estimating software (InEight, Sage Estimating, RSMeans, or equivalent) and advanced Excel/BI tools -Strong command of the English language with good written and oral communication skills for collaborating with both technical and non-technical teams -Bachelor’s degree in Electrical, Civil, or Mechanical Engineering, Construction Management, Quantity Surveying, or a related technical discipline -Specialized training or coursework in cost estimating, project controls, or risk management desirable -Proficiency with Microsoft Office (Word, Excel, Outlook, and PowerPoint) -Certified Professional Estimator (CPE) -Strong background in estimating methodologies, work breakdown structures (WBS), and cost breakdown structures (CBS) -7+ years of progressive experience in cost estimating, project controls, or project management, with at least 3 years in a lead or supervisory role -Bachelor's degree in Construction, Construction Management, Engineering, Project Management, or a related field -Strong leadership skills with experience building and mentoring estimation or project controls teams -Direct experience coordinating with engineering, procurement, construction, and project management teams on large-scale capital projects -The ideal candidate will be a self-starter, work independently, be organized, and travel as necessary -7 years relevant project management and pre-construction experience in the construction industry, including public infrastructure, energy, food & beverage, industrial, and/or federal market sectors -AACE International – Certified Estimating Professional (CEP) or Certified Cost Professional (CCP) -Ability to handle large volumes of work and multitask in a fast-paced environment
