  • Monitor contractor performance related to completion, testing, and commissioning activities.
  • Ensure all as-built drawings, O&M manuals, warranties, permits, and final certifications are properly compiled and submitted.
  • Lead the overall handover process for roads and infrastructure projects in compliance with Ashghal standards and project specifications.
  • Support post-handover evaluations and lessons learned to improve future project delivery.
  • Ensure compliance with quality, health, safety, and environmental standards throughout the closeout phase.
  • Coordinate between design, construction, and operations teams to ensure all deliverables, documentation, and inspections are completed on time.
  • Liaise with Ashghal representatives and other stakeholders to ensure compliance with handover protocols and acceptance criteria.
  • Manage project punch lists, defect rectifications, and final inspections prior to handover.
  • Maintain accurate project records, databases, and handover tracking systems.
  • Develop and implement comprehensive handover and closeout strategies, ensuring readiness for project completion and asset transfer.

  • Proven experience in managing project handover, closeout, and commissioning within large-scale infrastructure or highway programs.
  • Bachelor’s Degree in Civil Engineering or related field (Master’s degree preferred).
  • Minimum 18 years of professional experience, including substantial experience in roads and infrastructure projects.
  • Excellent leadership, communication, and coordination skills.
  • Previous experience working with international consultancy firms preferred.
  • MMUP (UPDA) Registration is mandatory.
  • Strong understanding of Ashghal procedures, documentation standards, and quality systems.
