Tasks

The Commercial Function within the Infrastructure Delivery Directorate is responsible for providing the Directorate with the expert commercial and contract management knowledge that is required to deliver the Capital Investment Plan. As the commercial center of excellence driving consistency in the commercial management of contractual arrangements, this team works to minimise risk and increase efficiency in the delivery of the CIP. They are responsible for building commercial competence and capability within the directorate, increasing and evidencing value, whilst reducing commercial, quality and supervisory risk from the way in which the portfolio is delivered. There are three core departments within the Commercial Function, namely Commercial & Contract Management, Estimation and Cost Intelligence and Construction Services. Reporting to the Head of Commercial, the Commercial Senior Manager is responsible for the management and oversight of all commercial and contractual activities across Infrastructure Delivery projects and programmes. The main purpose of the role is to establish, develop, and lead, the Contract & Commercial Management activities to support a best in class approach to contract and commercial management that balances project, cost and programme risk, while ensuring adherence to contract conditions which ensures achievement of value for money across the entire directorate. The Commercial Senior Manager, working with other managers in the function, will be responsible for embedding a commercial culture across IDD that aligns with and contributes to the overall direction of the directorate. Leading a large team, the Commercial Senior Manager is required to be a subject matter expert in commercial and contractual issues, providing strategic direction in the management of cost and contracts, while also ensuring appropriate management of cost, risk, contingency and disputes. The Commercial and Contract Management Team are responsible for all aspects of contract and commercial management, including managing, monitoring and reporting on commercial performance, which encompasses cost control, forecasting accuracy, risk and contingency management, change control processes and commercial disputes. This team will work closely with Infrastructure Portfolio Delivery teams, providing the expertise required to make accurate and appropriate commercial decisions on projects or programmes. -Responsible for the development and optimisation of the commercial delivery mechanisms to ensure delivery of the Capital Investment Plan. -Responsible for coordination and oversight of contractor relationships, working with them on the desired and mutually beneficial approach and behaviours, and building collaborative relationships. -Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards. -Ensure compliance with standards and processes. -Provide expert commercial leadership and resources to IDD project/ programme Delivery teams. -Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information, and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation. -Responsible for providing assurance on cost data inputs and outputs and undertaking cost audit and assurance activities on actual contract costs. -Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives. -Support the delivery of the Uisce Éireann Transformation Programme driving results required within the Directorate and supporting organisation wide objectives. -Provide visible leadership for your team, coaching and developing them to achieve their full potential and deliver business objectives, promoting collaboration and highlighting the behaviours that are expected from everyone in the team. -Ensuring that appropriate levels of commercial governance and control are implemented within the delivery portfolio, to ensure delivery requirements are met. -Develop UÉ’s IDD contract strategy to best meet the needs of the delivery of the IDD portfolio. -Responsible for the management of risk and contingency on a directorate wide basis, ensuring appropriate and robust scrutiny of the processes and procedures used to calculate contingency, and managing same once approved. -Raise and escalate issues affecting portfolio delivery, as appropriate. -Responsible for driving the regulatory efficiency strategy within Infrastructure Delivery. -Leading the delivery of the overarching Safety Vision internally and with external service providers. -Accountable for all aspects of contract and commercial management, including developing Key Performance Indicators (KPIs) to assist in managing, monitoring and reporting on commercial performance, which encompasses cost control, forecasting accuracy, risk management and change control processes control and commercial disputes. -Responsible for developing the strategy and approach to Value Management, embedding the tools and techniques to drive best value from the delivery of the IDD portfolio. -Responsible for the assurance strategy within Infrastructure Delivery for key end to end project and programme delivery processes. -In collaboration with UÉ’s Supply Chain team influence and shape the future target contracting model to match the evolving size, shape and nature of the future UÉ investment plan. -Accountable for commercial management information on the portfolio to enable strategic decision making in Infrastructure Delivery. -Responsibility for commercial risk oversight and risk evaluation support across IDD, e.g. quantitative risk analysis.

What You Bring

This role can be based in any UÉ office nationwide. -Demonstratable commercial and contract management experience -A minimum of 10 years’ experience in the water, utilities or similar industries is desirable and or relevant experience, along with 3+ years working at a senior manager level -Able to work to deadlines and adapt to changing conditions and ambiguity generating effective and pragmatic solutions to new situations and problems as they are presented. -Can quickly build a collaborative culture by establishing credibility and respect and foster strong working relationships and influence effectively at all levels, both internally and externally -Excellent leadership and people skills required, and a demonstrable ability to promote growth, feedback, innovation and inspire others to aim high -Relevant third level qualification and or accreditation is desirable and or relevant experience -Excellent communicator with the capability to handle complex and difficult situations with thought and confidence -History of successfully reinforcing safety practices and ensuring team goals are aligned with safety strategies -Ability to drive decisions that benefit Uisce Èireann creating an environment of open, honest communication, ensuring ethical behaviour is part of everything we do -Strong negotiation skills with win/win mindset -Demonstrated experience in leading teams to drive customer-strategies that enhance service delivery -You will have significant leadership and change & transformation experience ideally in a similar utility, regulated industry or multi stakeholder environment
